Balwant Rai Mehta Committee

The Balwant Rai Mehta Committee was appointed by the Government of India in January 1957 to examine the working of the existing system of local administration in rural areas and to suggest improvements. The committee recommended a three-tier Panchayati Raj system, consisting of Gram Panchayat at the village level, Panchayat Samiti at the block level, and Zila Parishad at the district level.

Gram Panchayat
- The Gram Panchayat is the basic unit of the Panchayati Raj system and is responsible for local governance at the village level.
- It consists of elected representatives from the village who are responsible for various functions such as sanitation, health, education, etc.

Panchayat Samiti
- The Panchayat Samiti is the intermediate level of the Panchayati Raj system and is responsible for coordination and supervision of the Gram Panchayats in the block.
- It consists of elected representatives from the Gram Panchayats within the block.

Zila Parishad
- The Zila Parishad is the top level of the Panchayati Raj system and is responsible for coordination and supervision of the Panchayat Samitis in the district.
- It consists of elected representatives from the Panchayat Samitis within the district.
