Retarding Basin:
A reservoir with uncontrolled and ungated outlets is known as a retarding basin. This type of basin is designed to temporarily store stormwater and gradually release it at a controlled rate to prevent flooding downstream.

Characteristics of a Retarding Basin:
- A retarding basin typically has multiple uncontrolled outlets to allow water to flow out freely.
- The outlets are not gated, meaning there is no control over the rate of discharge.
- The basin is designed to temporarily hold excess stormwater during heavy rainfall events.
- The stored water is released slowly into the drainage system to prevent overwhelming downstream areas.

Function of a Retarding Basin:
- The main function of a retarding basin is to reduce the peak flow of stormwater entering downstream water bodies.
- By temporarily storing excess water, the basin helps to mitigate flooding and erosion in urban areas.
- The gradual release of water also helps to recharge groundwater supplies and maintain streamflow during dry periods.

Benefits of a Retarding Basin:
- Protects downstream areas from flooding by reducing peak flows.
- Helps to control erosion and sediment transport in water bodies.
- Improves water quality by allowing sediments to settle out before discharge.
- Provides additional water supply during dry periods through groundwater recharge.
In conclusion, a retarding basin is a crucial component of stormwater management systems, helping to reduce flooding and protect the environment.

Concept:
Flood Control Reservoir:

Flood control reservoirs are adopted to prevent the loss of life and valuable property due to floods. Most often it is provided to protect the economic development in an area. There are two types of flood control reservoirs-
1. Retarding Reservoirs
2. Detention Basin
Retarding Reservoir/ Retarding Basin:
A retarding reservoir is one in which the spillway and outlets are not controlled by gates or valves. Instead, they moderate the flood peak by passing discharge downstream, depending upon reservoir elevation.
It has uncontrolled outlets and maximum discharge through outlets does not exceed the safe carrying capacity of the downstream rivers during the highest flood.
Advantage:
1 . There are no gates at the outlets and hence the possibility of human error in reservoir operation is eliminated
2. The cost of expansive gate installation and operation is saved.
Disadvantages:
Automatic regulation may cause a coincidence of flood crest farther downstream where two or more channels taking off from retarding reservoirs join together.
Note:- An ideal location of such reservoirs is immediately above a city or above an area to be protected from flood furiosity.
