It is given at 100 degrees that means it is at boiling point means boiling just started how could it be as gaseous state. either it can be in equilibrium or it can be liquid as majority how could gaseous be correct answer , questjon is hypothetical if water is at 100 degrees only top layer convert to gas or in other words evaporation starts resulting into evaporative cooling decreasing the temprature even teachers should avoide asking hypothetical questions and if they ask they should completely explain ghe concept or it can result into seeding wrong things in small brains.
