I think they can form partnership...because the manger is just 16 it means it's a minor partner and by following some provision for taking minor as a partner they can establish their business..

In my opinion as per the sec 30 of Indian partnership act 1932 " a minor partner can be admitted in the partnership with the consent of all existing partners" by this statement we can say that the partnership is valid but the major share of profit and decisions will remain in the hands of major partner..
