For two reasons, and both of them are to do with static electricity. During landing and take-off, a static charge could be collected on the tires. This then could discharge for example when the wheels are raised into the wheel bay. Since there are sensitive electronics in the bay as well as hydraulic pumps (and therefore petroleum vapor) you don’t really want objects with differential charges in there.

The second one is that during flight very large static charges can build up on the skin of the plane itself. This could be an issue for example once the plane lands and the re-fuelers start their work - imagine the plane discharging 200KV of static electricity directly into a jet-A fuel nozzle from the filler port. By making the rubber slightly conductive it allows any charge to normalize between the tires and the plane itself in flight, or the plane and ground potential once the plane is on the ground. Of course, people trained in fueling aircraft would take great care to make sure there are no static electricity issues regardless of what sort of tires are on the aircraft. Usually, earth straps must be attached to ground the fueling tanker, and another strap to make sure the plane is grounded too.

Aircraft also have other methods to dissipate some of the huge static charge generated by the high-speed passage of air over the skin of the craft in flight. This is not because it’s a safety issue in flight, but more because it can interfere with VHF radios and navigation equipment as it generates ionized air discharges on trailing edges and antennae.
