We must apply parallel axis theorem to find moment of inertia of the disc about the given axis. On equating the moment of inertia of sphere and disc we will get a relation between "r" and "R". Also, mass remains constant and from here we can get the relation between "t" and "R" (for disc volume = area x thickness).
