May be no as although louis 16 was king of france during revolution but he did not was responsible for loss of money or economy earlier those who were king before louis 16 were fighting wars against britisher and had lost many of their economy in India too. Louis 16 was too young too handle such a problem as when he became king he found treasury empty and he had to manage all the things like his royal army or the expenses on his palace . In fact he was intelligent enough to help some countries to be free from british rule even with empty treasury .This has a good impact on french society also as after been defeated by britishers french people were angry from the earlier king and this was a powerful challenge for britishers and also this enhance the dignity of france which they had lost in wars in india . Although louis 16 had done many mistake which brought revolution in france but he manage to survive for many years with the problems he faced when coming into power if there would be a foolish king he might have brought revolution earlier only .
Changes are nessesary but they are not brought by a strong person in fact no one is more or less strong but a person who sometimes does some mistake is called -weak and using this advantage normal person become strong thus changes come due to situation Same thing happened in the case of lenin louis 16 and the revolts.
