By definition of electric potential we can see that it's a kind of potential energy possed by charge , kinetic energy is an energy possed by a body by virtue of it's motion. To avoid such form of energy we say "brought slowly from infinity" to make sure there is no kinetic energy change in it and hence we will get only potential energy of the charge.
