If you decrease the pressure, the freezing point of water will increase ever so slightly. From 0digree C at 1 atm pressure it will increase up to 0.01digree C at 0.006 atm. This is the tripple point of water. At pressures below this, water will never be liquid. It will change directly between solid and gas phase (sublimation). The temperature for this phase change, the sublimation point, will decrease as the pressure is further decreased.
