In ammonia there are 3 replaceable hydrogen atoms and in water there is 1 replaceable hydrogen atom.

because NH3 has lone pair on nitrogen atom

basic nature is categorised by the ability of it to donate electron pair in case of ammonia and water Ammonia donates its electron pair

although we have two electron pair on Oxygen atom but as we know oxygen is more electronegative than nitrogen so the electron pairs of oxygen are more attracted towards nucleus charge and hence it do not donate

nitrogen being less electronegative than oxygen has the ability to donate its electron pair

thus by the concept of lorry and bronsted which says that base are electron pair donors so NH3 is basic than water
