Why assertion is wrong- even if water and ice are at same tempreature, you need to provide some extra heat to ice to turn it into water, also called as latent heat of fusion. So there is no way that ice and water molecules can have same potential energy at 0 degreeC
Why the reason is wrong- It is the kinetic energy which is dependent on the tempreature, not the potential energy. We simply neglect potential energy of molecules because of their very small mass

I feel like potential energy is mechanical form and it is possessed by a system with conservative internal interaction forces. then asking potential energy of heat content of substance is wrong as heat is non mechanical form of energy.

Also not all internal energies are potential energy in nature.
