No. In degrees, it is not smaller. Both are approximately 30°. Why does the north-south extent appear bigger than east-west extent? Well, the answer lies in the characterstic of latitudes and longitudes itself. Meridians are converging in nature. That is, the distance between them decreases as one moves from equator to poles. Where as latitudes are equidistant and parallel. This is why north-south extent is larger (in kms) than west-east extent of India, despite both being around the same in degrees.
