Solution:
Let the digits of the two-digit number be 3x and 2x (since they are in the ratio 3:2)
Therefore, the number can be written as 10(3x) + 2x = 32x

When we reverse the digits, the new number becomes 10(2x) + 3x = 23x
According to the question, 23x is less than 18 added to 32x

Solving for x, we get x > 2.25

Since x is a digit, the only possible value is 3.
