Introduction

State government in Goa has introduced a range of schemes aimed at promoting the welfare of all communities and fostering inclusive development. The per capita income in Goa stands at Rs. 2,71,793, one of the highest in the country, emphasizing the importance of ensuring the well-being of all sections of society. Various initiatives have been rolled out over time to extend benefits across the populace.

Various schemes

Sheti Samrudhi Yojana

• Objective: The primary aim of the Sheti Samrudhi Yojana is to offer financial aid to support community-level initiatives by private voluntary organizations, farmer cooperatives, and committees established by Gram Sabhas. The focus is on enhancing food security, reducing poverty, and promoting sustainable natural resource management.
• Target Population: The scheme primarily targets cultivators/agriculturists belonging to Scheduled Tribes or Forest-dwelling Scheduled Tribes reliant on Community Forest Resources in areas where the Forest Rights Act is enforced.
• Financial Assistance Details:
  • Financial support is provided for operational expenses of farmer cooperatives and committees under the Forest Rights Act, amounting to a fixed sum of Rs. 25,000 per annum for expenditures such as stationery and printing.
  • Additionally, a one-time grant of Rs. 1,00,000 is allocated for the purchase of essential items like a desktop computer, UPS, computer table, cupboard, and furniture.

Revised Modern Dairy Scheme

• Objective: The primary aim is to boost productivity, profitability, stability, and sustainability in the dairy sector while creating self-employment opportunities for educated and unemployed rural youth. The ultimate goal is to achieve self-sufficiency in milk production.
• Financial Support: A subsidy of 30% of the plant and machinery cost, up to a maximum of Rs.4.50 lakhs, is provided to individuals for establishing new dairy farms, expanding existing units, purchasing modern equipment, or renovating cattle sheds. Beneficiaries can initiate the project using personal funds or loans from financial institutions. Additionally, a subsidy of 30% is available for Milking Machines.

Education Scheme

• Financial Literacy Program: Implementation of Financial Literacy Camps and Training Programs at the school level to educate students on financial and banking matters. Initially, 50% of schools will be covered in the current year, with plans to extend the program to all schools in subsequent years.
• Social Impact: Special training initiatives on solid waste management and environment conservation will be integrated into academic activities across all schools to foster a societal mindset change.

Sant Soirobonath Ambiye Dyanavruddhi Shishya Vrutti

• Focus on Women's Education: This scheme was introduced with a key focus on promoting and enhancing women's education to empower them through knowledge and skills development.

Dayanand Social Security Scheme

• A scheme called the Dayanand Social Security Scheme offers a monthly pension of Rs.750/- to all disabled individuals.
• Financial assistance is extended to those with severe disabilities, entailing a fixed deposit of Rs.20,000/- for ten years. The interest generated from this deposit is utilized by beneficiaries for their livelihood.

Griha Aadhar Scheme

• The Griha Aadhar Scheme aims to combat rising prices and support housewives/homemakers from lower-income brackets to maintain a reasonable standard of living.
• Under this initiative, housewives/homemakers receive a monthly disbursement of Rs.1500/- directly, facilitating the maintenance of their households.

Laadli Laxmi Scheme

• The primary objective of this scheme is to provide financial assistance of ₹1 lakh for the marriage of girls who are 18 years or older.
• The scheme is available to girls aged 18 to 40 years and aims to alleviate the financial burden faced by parents during their daughter's marriage.
• The scheme was initiated with the goals of improving the health and educational status of girls in the state, securing their future, preventing female feticide, and fostering a positive attitude toward the birth of girls.
• The main objectives of the scheme include promoting positive thinking about girls among the public, improving the gender ratio, and providing financial support for girls' marriages.
• Under this scheme, approximately 10,000 marriages are registered annually in Goa. The government will deposit the money in the bank in the name of the girl, which can be withdrawn upon presenting the marriage certificate and a declaration of marriage.

Skill Development Initiatives

• Skill development plays a pivotal role in fostering innovation, enhancing productivity, boosting enterprise development, driving technological advancements, encouraging investment, diversifying the economy, and fostering competitiveness.
• In the academic year 2016-17, a total of 3,526 trainees were enrolled in 10 Government ITIs and 267 trainees in 6 Private ITIs.
• Out of these, 3,027 trainees were successfully placed in 323 establishments across 44 designated trades under the Apprentice Act.
• Furthermore, 643 seats were utilized for training in 101 different public and private establishments, demonstrating a collaborative effort.
• The private sector has notably increased the rate of stipend, enhancing the attractiveness of apprenticeships.
• Apprenticeship Bharti Melas were organized, offering 320 candidates the opportunity to join apprenticeship training in the public and private sectors.

Goa Yuva Samvad Yojana (Digit Youth Initiative Scheme)

• The Goa Yuva Samvad Yojana is a visionary program aimed at digitally empowering the youth and transforming the state into a digitally proficient society.
• Aligned with the Digital India initiative, this scheme provides free 3G data and talk time to the youth of the state, facilitating their digital connectivity.

Rajbhasha Jagruti Yojana

• The Rajbhasha Jagruti Yojana aims to promote language skills and development among teachers through workshops and training sessions.
• A four-day workshop was conducted in Panaji and Margao, benefiting 131 teachers, focusing on enhancing language skills.
• Additionally, a one-day workshop in Bicholim was held in collaboration with Isht Parivar Divchal and Shri Shantadurga HSSC, benefiting 20 teachers and emphasizing dialogue writing and reading skills.

Health Initiatives in Goa

• Under the healthcare program in Goa, 549 individuals, including 36 cases with special considerations, have received benefits. Approximately 12 crore rupees were allocated for this initiative by November 2016.

Goa State Illness Assistance Scheme

• The Goa State Illness Assistance Scheme has provided financial aid totaling 10.95 lakh rupees to 14 patients by January 2017.

Deen Dayal Swast Seva Yojana (DDSSY)

• The government plans to enhance the Deen Dayal Swast Seva Yojana (DDSSY) after a comprehensive review within a year. This program aims to offer improved benefits to beneficiaries.
• Goa has pioneered a health insurance scheme that extends coverage to all residents, regardless of their financial standing. Individuals residing in Goa for over five years are eligible to enroll in this scheme.
• Under DDSSY, families with up to three members receive insurance coverage of Rs. 2.5 lakh, while families of four or more members are entitled to a cover of Rs. 4 lakh. The annual premium of Rs. 3,206 per family is paid by the Government to the insurance provider.

Jyotirmay Goa Scheme

• The Jyotirmay Goa Scheme aims to distribute three LED bulbs to each household in Goa. Over 820,000 bulbs have already been disseminated, with a goal to encompass the entire state under this scheme by the end of the upcoming fiscal year.
