Haryana Planned Development

Planned development is a crucial aspect of Haryana's urban landscape, spearheaded by the Haryana Urban Development Authority (HUDA), a key organization of the State Government. HUDA is dedicated to systematically developing urban areas within the state, managing land acquisition and implementing specific land-use plans for residential, commercial, and industrial purposes in accordance with the Development Plans for each area.
These Development Plans, formulated and published by the Director of Town and Country Planning Haryana, derive authority from the Punjab Scheduled Roads and Controlled Areas (Restriction of Unregulated Development) Act, 1963. Post-land acquisition, a detailed layout is established through a plane table survey, adhering to HUDA's guidelines to create a harmonious living environment.
To ensure the safety and aesthetics of allocated land, Haryana Urban Development Authority (Erection of Buildings) Regulations, 1979, outline various requirements, including site coverage, Floor Area Ratio (F.A.R.), maximum height, and other structural considerations for different building types.

Physical Infrastructure

  • Roads: Haryana boasts a comprehensive road network spanning 27,166 km, including 2,521 km of state highways and 1,633 km of national highways. Nearly 100% of rural areas in the state are connected by metalled roads. Haryana Roadways, with a fleet of approximately 3,490 buses, ranks among the largest state road transport entities in India. Major national highways, such as NH-1, NH-2, NH-8, NH-10, and NH-22, traverse the state. The government, along with Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), envisions establishing a global corridor along the Kundli-Manesar-Palwal (KMP) western highway. The four/six-lane KMP expressway, spanning 135.65 km, is estimated to cost around US$ 460.4 million.
  • Railways: As of March 2012, Haryana's rail network spanned 1,553 km, connecting vital stations like Rohtak, Hisar, Kalka, Jind, Kurukshetra, Gurgaon, Ambala, Jakhal, and Panipat. Proposed rail expansions include new lines connecting Delhi-Sohna, Jhirka-Alwar, Nuh-Ferozepur, and Hisar-Sirsa via Agroha and Fatehabad. The introduction of rail services in Mewat is also on the agenda. Additionally, the central government is developing a 1,500-km dedicated freight corridor (DFC) between Delhi and Mumbai. The Delhi Metro, currently linking Gurgaon, is slated for extension to cover Faridabad, Ballabhgarh, Mundka, and City Park Bahadurgarh.
  • Airports: Haryana features a domestic airport in Chandigarh and civil aerodromes at Pinjore, Narnaul Karnal, Hissar, and Bhiwani. The Indira Gandhi International Airport near Gurgaon and Faridabad serves as a major hub. The state government plans to establish three airports, including an international cargo airport and aircraft maintenance hub in Rohtak, and domestic airports in Karnal and Hisar.
  • Power: As of January 2013, Haryana's total installed power generation capacity was 8,113.75 MW, with state, central, and private ownership shares. The state has achieved 100% rural electrification since 1970. The government has allocated US$ 282.9 million in the 2012-13 Annual Plan to enhance power generation and availability, with a focus on renewable energy sources. The third 500 MW unit of the Indira Gandhi Super Thermal Power Project in Jhajjar was commissioned in April 2013, benefiting Haryana, Delhi, and other northern states.
  • Telecom: According to the Telecom Regulatory Authority of India (TRAI), Haryana had about 19.5 million wireless subscribers, 562,093 wireline subscribers, and a tele-density of 76.4% in March 2013. The state also had 298,823 broadband subscribers as of December 2011.

Social Infrastructure

  • Education: Haryana boasts a robust primary education system, with an elementary school within a 1.03 km radius of each village and a middle school within a 1.07 km radius. The annual plan for 2012-13 allocated US$ 590.7 million to education, reflecting an increase from US$ 416.7 million in the previous fiscal year. The establishment of an Indian Institute of Management (IIM) in Rohtak is a testament to the state's commitment to higher education.
  • Haryana also has plans to establish institutions like the National Law University (NLU), National Institute of Design (NID), Indian Institute of Information Technology (IIIT), and an extension of IIT Delhi in Sonipat district. The Rajiv Gandhi Education City at Kundli (Sonepat) is a central government initiative to promote excellence in higher education, with various institutions being set up in the Education City.

Other Planned Development Initiatives

  • SEZ Garhi Harsaru: As part of the new Industrial Policy announced by the Haryana government, a Special Economic Zone (SEZ) near Garhi Harsaru in District Gurgaon has received approval from the Government of India. Envisaged in two phases across 3,000 acres at an estimated cost of Rs. 2,060 crore, this SEZ aims to accelerate growth, attract Foreign Direct Investment (FDI), and boost exports. The SEZ, as per the Exim Policy 2000, eliminates export-import controls, streamlines foreign trade procedures, and offers incentives for specific export categories.
  • The proposed SEZ will function as a duty-free enclave, exempting imports of capital goods, consumables, and raw materials from central excise and customs duties. Supply from Domestic Tariff Area (DTA) to SEZ units will be treated as deemed exports. The SEZ units will enjoy in-house customs clearance, and the site, located on the State Highway from Gurgaon to Pataudi adjacent to the Delhi-Jaipur National Highway, is designed as an integrated industrial township with broad roads, water supply, dedicated power, stormwater drainage, and a common effluent treatment plant.
  • The SEZ aims to cater to various sectors such as automobiles, textiles, pharmaceuticals, IT, and light engineering, fostering economic development. The project, spread over 1,715 acres in the first phase, is in advanced stages of land acquisition, with plans for an additional 2,400 units expected to provide direct employment to over 60,000 workers and generate export revenues of approximately INR 42,000 crore.
  • Reliance Haryana SEZ – Country’s Largest SEZ: Reliance has formed an entity, Reliance Haryana Economic Special Economic Zone, to establish a multi-product zone spanning 25,000 acres. This SEZ is poised to become the largest in India, attracting not only essential industries but also advanced sectors such as biotechnology. The project allocates land for low-pollution industries, residential purposes, essential infrastructure, commercial institutions, institutional areas, recreation, and entertainment.

The ongoing infrastructure development, considering the vast expanse of 25,000 acres, suggests a significant investment in this transformative project.
