Prime Minister's Development Initiatives in Rajasthan

On October 2, 2023, Prime Minister Narendra Modi inaugurated and laid the foundation stone for various development projects in Chittorgarh, Rajasthan, with a total estimated cost of around Rs 7,000 crore.

Key Projects Launched:

  • Mehsana-Bhatinda-Gurdaspur Gas Pipeline: Dedicated to promoting a gas-based economy, this pipeline was constructed at a cost of approximately Rs 4,500 crore.
  • HPCL LPG Plant at Abu Road: Inaugurated by the Prime Minister, this plant is set to seal and distribute 8.6 million cylinders per year. It is expected to reduce truck transportation of cylinders by about 0.75 million km annually, leading to a decrease in carbon emissions by approximately 0.5 million tonnes per year.
  • Additional Storage at IOCL's Ajmer Bottling Plant: The Prime Minister also inaugurated additional storage facilities at the Indian Oil Corporation Limited's bottling plant in Ajmer.
  • 4-Lane Road on Darah-Jhalawar-Teendhar Section of NH-12: This project, costing over Rs 1,480 crore, aims to enhance transportation of resources from mines in the Kota and Jhalawar districts.
  • Railway Over Bridge (ROB) at Sawai Madhopur: The foundation stone was laid for the widening of the ROB from two lanes to four lanes, facilitating improved vehicle movement.
  • Doubling of Chittorgarh-Neemuch Railway Line: This project, along with the electrification of the Kota-Chittorgarh railway line, was dedicated to the nation. These initiatives, costing over Rs 650 crore, aim to strengthen rail infrastructure in the region and boost tourism to historical sites in Rajasthan.

Tourism Development:

The Prime Minister also announced plans for tourism facilities in Nathdwara, further enhancing the region's appeal to visitors.

PM Inaugurates Tourism Facilities in Nathdwara and Dedicates IIIT Kota Campus

  • The Prime Minister inaugurated tourism facilities in Nathdwara, developed under the 'Swadesh Darshan Yojana'. Nathdwara is a significant religious site for followers of the Confirmation Path by Saint Vallabhacharya.
  • A modern 'Tourist Interpretation and Cultural Centre' has been established in Nathdwara, offering tourists insights into different aspects of Shrinathji's life.
  • The Prime Minister also dedicated the permanent campus of the Indian Institute of Information Technology (IIIT) in Kota to the nation.

Rajasthan Waqf Rules- 2023 Approved by Cabinet

  • On October 2, 2023, the Rajasthan state cabinet, led by Chief Minister Ashok Gehlot, approved the Rajasthan Waqf Rules-2023. These rules aim to facilitate waqf work in the state with increased ease, clarity, and transparency.
  • The Central Waqf Act, 1995 empowers the state government to formulate rules for waqf operation, and the Rajasthan government is now set to implement these rules.
  • Key provisions of the Rajasthan Waqf Rules-2023 include guidelines for the mutavalli (manager) of waqf properties, managing committee, management plan, and the educational qualifications required for mutavallis.
  • The rules also outline the appointment of a waqf survey commissioner, his investigative powers, and the publication of waqf property lists.
  • Additionally, the rules govern the appointment and tenure of the Chief Executive Officer (CEO) of the Waqf Board and grant the CEO inspection powers over waqf property records in public offices.
  • Provisions include checking non-existent waqf properties and conducting inquiries into complaints regarding waqf property administration.
  • The rules also cover auditing waqf property accounts, withdrawing properties transferred without board permission, removing encroachments, and pursuing legal actions on behalf of the board.

Approval of Green Hydrogen Policy by Rajasthan Cabinet

  • The Rajasthan Cabinet, chaired by Chief Minister Ashok Gehlot, approved a new Green Hydrogen Policy on October 1, 2023.
  • The policy aims to produce 2000 KTPA of green hydrogen in the state by 2030 and establish at least one green hydrogen valley to meet the demands of refinery and fertilizer plants.
  • The State Level Competent Committee, led by the Chief Secretary, will issue approvals for Green Hydrogen Projects under this policy.
  • The policy also aims to supply at least 20 percent of India’s green hydrogen exports from Rajasthan and blend up to 10 percent of the state’s natural gas with green hydrogen.
  • Land for renewable energy plants for green hydrogen production will be allotted as per the Land Revenue Rules 2007, and plants can be set up on private land as well.
  • The policy includes incentives such as benefits under the Rajasthan Investment and Promotion Scheme, water and renewable energy banking facilities, and increased capacity for renewable energy plants.

Incentives for Green Hydrogen and Renewable Energy in Rajasthan

  • Discount on Broadcast and Distribution Fees: A 50% discount on broadcast and distribution fees will be offered for 10 years following the establishment of the plant.
  • Waiver of Additional and Cross Subsidy Surcharge: The additional and cross subsidy surcharge on purchasing renewable energy from third parties will be waived for 10 years.
  • Priority for Green Hydrogen Production: Green hydrogen production from brine water or treated water will be prioritized in state land allotment.
  • Benefits under Rajasthan Investment and Promotion Scheme: Units manufacturing green hydrogen equipment will be eligible for benefits under the Rajasthan Investment and Promotion Scheme.
  • Financial Support for Research Centers: For setting up a research center, 30% of the cost (up to a maximum of Rs 5 crore) will be provided.
  • Special Incentives for Renewable Power Plants: The first 500 KTPA renewable power plant installed on RVNL’s network will receive special incentives, with each plant having a maximum capacity of 50 MW.

Inauguration of the Rajasthan Heritage Museum's First Phase

  • On October 1, 2023, Chief Minister Ashok Gehlot inaugurated the first phase of the Rajasthan Heritage Museum and laid the foundation stone for 25 tourism and culture projects worth around Rs 110 crore at Jawahar Kala Kendra.
  • Vision for State Development: Gehlot emphasized the need for both per capita income and happiness index to improve, aiming for Rajasthan to lead in various fields. A vision document under Mission-2030 will be released on October 5, 2023.
  • Promotion of Tourism: The state government has taken significant steps to promote tourism by granting it industry status, reducing urban tax by 80%, and electricity duty by 30% for related units. The tourism development fund has been increased to Rs 1500 crore, with plans for further increases.
  • New Tourism Areas: The establishment of the Rajasthan Heritage Museum and developments like the Chambal River Front and Oxizone Park in Kota are expected to attract more domestic and foreign tourists.

Formation of Rajasthan Logistical Service Delivery Corporation (RLSDC)

On October 1, 2023, during a cabinet meeting led by Chief Minister Ashok Gehlot, the proposal to establish the Rajasthan Logistics Service Delivery Corporation (RLSDC) was approved. This initiative aims to protect personnel engaged by placement agencies from exploitation.

  • The state government is committed to ensuring social security for all sections of society. The formation of the RLSDC is a step in this direction, intending to eliminate the practice of hiring personnel through placement agencies, thereby safeguarding employees from potential abuse.
  • The RLSDC, modeled after Rexco, will significantly benefit employees appointed in government and semi-government institutions through placement agencies. It will ensure transparent registration and selection of both skilled and unskilled candidates, guaranteeing fair remuneration without unnecessary deductions. This will facilitate smoother operations with the availability of trained personnel.
  • The Cabinet's decision also stipulates that personnel working before January 1, 2021, will be directly hired through the RLSDC as per requirements. The RLSDC will be a 100% state government-owned company registered under the Companies Act, 2013.
  • The company, established under the Department of Administrative Reforms, will be led by the Principal Government Secretary of the Administrative Reforms Department. Other key members will include the Principal Secretaries of the Personnel and General Administration Departments, the Government Secretary of the Finance Expenditure Department, and representatives from the State Insurance and Provident Fund Department, along with other nominees from the State Government.

Chief Election Commissioner Inaugurates SVEEP Exhibition

On September 30, 2023, Chief Election Commissioner Rajiv Kumar, along with Election Commissioners Anup Chandra Pandey and Arun Goyal, inaugurated the SVEEP exhibition organized by the Election Department at the State Institute of Agricultural Management in Durgapura, Jaipur, by cutting the ribbon.

The exhibition showcased various SVEEP activities aimed at raising voter awareness, particularly among youth and new voters. Highlights included:

  • Barmer’s 200 Feet Long Awareness Voter Craze: This display captured attention with its impressive length and message.
  • ELC Club Cartoons and Virtual Reality: Innovative methods used to engage and inform young voters.
  • Model Polling Stations: Demonstrations of polling stations run by differently-abled personnel, showcasing inclusivity.

  • Launch of 'Main Bharat Hoon': A song presented in sign language by differently-abled children, highlighting the theme of national identity.
  • Cultural Performances: Dances by the Saharia tribals of Baran, Manganiyar from Jaisalmer, and Kalbelia dance from Ajmer, adding cultural richness to the event.
  • Release of Thematic Posters: Seven thematic posters were released as part of the Satrangi Week.
  • Distribution of EPIC Cards: New voters received their Electoral Photo Identity Cards (EPIC).
  • Felicitations: Icons and best-performing personnel of the Election Department were recognized for their contributions.

Rs. 18 crore Approved for Panorama in Jaipur, Bikaner, Ajmer and Jaisalmer.

On October 3, 2023, Rajasthan Chief Minister Ashok Gehlot approved Rs 18 crore for the construction of panoramas in Jaipur, Bikaner, Ajmer, and Jaisalmer.

The state government aims to create these panoramas to preserve Rajasthan's historical and cultural heritage and to educate the younger generation about the life ideals of great individuals.

  • Jaipur: Swami Atmaramji Lakshya Panorama (Cost: Rs 4 crore)
  • Bikaner: Rao Bikaji Panorama (Cost: Rs 4 crore)
  • Ajmer: Prithviraj Chauhan Panorama (Cost: Rs 5 crore)
  • Jaisalmer: Indira Mahashakti Bharat Panorama in Pokhran (Cost: Rs 5 crore)

The Tourism Department will oversee all the work using the Tourism Development Fund.

Purpose of the Panoramas

  • These panoramas aim to educate the younger generation about the personalities of Swami Atmaramji, Prithviraj Chauhan, and Rao Bikaji, as well as India's rich history.
  • They will serve as a source of inspiration and help people connect with the glorious history and culture of India.

Background

  • Chief Minister Ashok Gehlot had announced the creation of these panoramas in the Budget for 2023-24.

Audio-Visual Recording Prepared by Rajasthan Sanskrit Academy Inaugurated

On October 3, 2023, Dr. B.D. Kalla, Rajasthan's Minister of Art, Literature, and Culture, inaugurated an audiovisual recording of the Atharva Veda and Samveda at his official residence. This initiative is part of the Veda Conservation Scheme by the Rajasthan Sanskrit Academy.

Purpose of the Recording

  • The recording aims to spread the welfare messages in the Vedas to the public and preserve the declining tradition of Vedic recitation.
  • It will be shared on social media for public access.

Ved Ashrams Initiative

  • Dr. Saroj Kochhar, President of the Sanskrit Academy, announced the establishment of Ved Ashrams in 10 new districts to preserve the Guru tradition of the Vedas.
  • Currently, there are 45 Ved Ashrams operating in the state.

Future Plans

  • The Academy plans to initiate the study of 11 branches of the four Vedas in Nimbahera at the academy level.

State Action Plan for Rabies Eradication Launched in Rajasthan

On October 4, 2023, Shubhra Singh, the Additional Chief Secretary of Medical and Health, introduced the State Action Plan aimed at eliminating rabies in Rajasthan by 2030. This initiative took place at the Government Secretariat.

Background

  • A World Health Organization survey reveals that around 20,000 people in India die from rabies each year, with 91.5% of cases resulting from dog bites.
  • In response, the Rajasthan government, in collaboration with various departments and the technical partner Institute PATH, developed this comprehensive action plan.

Key Features of the Plan:

  • Coordination Committee: A committee will be formed comprising officials from different departments at the state, district, and local levels to oversee the implementation of the plan.
  • Phased Approach: The plan will be executed in three phases, focusing on awareness, data collection, surveillance, and vaccination.

Phase-wise Details:

  • First Phase (2023-25): Activities include raising social awareness, collecting data, establishing call centers, training paramedical staff and veterinarians, creating district-level action plans, and ensuring the availability and vaccination of dogs with rabies vaccines.
  • Second Phase (2025-27): Strengthening surveillance systems for rabies investigation, registering pets, counting animals that are potential rabies carriers, and establishing rabies-free zones.
  • Third Phase (2028-30): Continuing the activities from the first and second phases and declaring certain districts rabies-free.

Distribution of 'E-Journey of Chief Minister's Office, Rajasthan' and 'Quotes Shri Ashok Gehlot' Book

On October 4, 2023, the Department of Information Technology and Communication in Rajasthan distributed the book titled 'E-Journey of Chief Minister's Office, Rajasthan', along with 'Quotes Shri Ashok Gehlot.' The former showcases the development work in the IT sector through photographs, detailing various schemes and major institutions launched by the department. The latter compiles Chief Minister Ashok Gehlot's vision and views on topics such as the Indian Constitution, democracy, youth, women empowerment, IT, farmers, Dalits, education, health, environment, humanity, art, and culture, presented in the form of quotes.

State Receives 100 New First Response Vehicles

On October 5, 2023, Rajasthan Chief Minister Ashok Gehlot inaugurated 100 First Response Vehicles (FRVs) from his residence as part of the ongoing modernization of the police force to maintain law and order in the state.

  • These vehicles will be integrated into the police fleet across various districts.

  • Each vehicle is equipped with advanced technology, including a Mobile Data Terminal (MDT), camera, Network Video Recorder (NVR), wireless set, GPS, public address system, first aid kit, stretcher, helmet, and other emergency supplies.

  • The vehicles will be connected to the Emergency Response System (ERS) dial 112 through command control centers, allowing real-time tracking of their location.

  • Calls made to dial 112 in emergencies will be forwarded to the nearest FRV, ensuring prompt assistance and enhancing crime prevention efforts.


Prime Minister Inaugurates and Lays Foundation Stone for Development Projects in Jodhpur, Rajasthan

On October 5, 2023, Prime Minister Narendra Modi inaugurated and laid the foundation stone for various development projects in Jodhpur, Rajasthan, worth approximately Rs 5000 crore. These projects span sectors such as roads, railways, aviation, health, and higher education.

  • The initiatives include a 350-bed 'Trauma Center and Critical Care Hospital Block' at the All India Institute of Medical Sciences (AIIMS), Jodhpur, and seven Critical Care Blocks across Rajasthan, developed under the Prime Minister-Ayushman Bharat Health Infrastructure Mission (PM-ABHIM).

Trauma Center and Critical Care Hospital Block

  • An integrated center for 'Trauma, Emergency and Critical Care' will be established at AIIMS Jodhpur with an investment of over Rs 350 crore.
  • The facility will include triage, diagnostics, daycare wards, private rooms, modular operating theaters, ICUs, and dialysis rooms, aiming to provide comprehensive care for trauma and emergency cases.

Jodhpur Airport Development

  • Prime Minister Modi also laid the foundation stone for a new terminal building at Jodhpur Airport, which will be constructed at a cost of Rs 480 crore.
  • The terminal, covering approximately 24,000 square meters, will have the capacity to serve 2,500 passengers during peak hours and cater to 35 lakh passengers annually, enhancing connectivity and boosting tourism in the region.

IIT Jodhpur and Central University of Rajasthan

  • The Prime Minister dedicated the IIT Jodhpur campus to the nation, built at a cost of over Rs 1135 crore, aimed at providing high-quality education and supporting research and innovation.
  • Infrastructure upgrades at the Central University of Rajasthan were also dedicated, including the 'Central Equipment Laboratory,' Staff Quarters, and 'Yoga and Sports Science Building'.
  • The foundation stone for a Central Library, a hostel with a capacity of 600 students, and a dining hall for students was also laid.

Road Development Projects

  • To enhance road infrastructure in Rajasthan, the Prime Minister laid the foundation stone for several road development projects, including:
  • Four-laning of the Karwar to Dangiyawas section of Jodhpur Ring Road on NH-125A.
  • Construction of seven bypasses on the Balotra to Sanderao section via Jalore (NH-325).
  • Four-laning of the Pachpadra-Bagundi section of NH-25.
  • These road projects, with a cumulative cost of approximately Rs 1475 crore, aim to improve connectivity, reduce traffic congestion and pollution in Jodhpur, and boost trade and economic growth in the region.

New Train Services

  • During the event, the Prime Minister also flagged off two new train services in Rajasthan:
  • The Runicha Express connecting Jaisalmer to Delhi, passing through Jodhpur and other cities, improving their connectivity with the national capital.
  • A new heritage train connecting Marwar Junction to Khambli Ghat, aimed at boosting tourism and generating employment in the region.

Rs 21 Thousand 613 Crore Approved for 7 Major Water Supply Projects in the State

On October 8, 2023, Rajasthan Chief Minister Ashok Gehlot approved a financial proposal of Rs 21,613 crore for 7 major water supply projects in different areas of the state.

  • The state government is taking important decisions to provide drinking water to the last person in the state and to create a future full of water security. In this sequence, Chief Minister Ashok Gehlot has approved the financial proposal for 7 major water supply projects.
  • According to the proposal, through these 7 drinking water projects, functional domestic tap connections can be provided to 4,63,580 houses in the state.
  • Under ‘Kalitir Project’, drinking water connections can be provided to 470 villages of Dholpur and Bharatpur districts by providing Chambal river water at a cost of Rs 709.41 crore. Also, drinking water can be supplied to 1,237 villages of Alwar and Bharatpur districts through Chambal river water under the Major Drinking Water Project at a cost of Rs 5374.15 crore.
  • Apart from this, drinking water can be supplied from Chambal river water to 1,426 villages of Karauli and Sawai Madhopur districts at a cost of Rs 3990.08 crore under the Major Drinking Water Project.
  • A provision of Rs 3529.90 crore has also been made in the proposal to provide tap connections to 1,473 villages of Chittorgarh, Pratapgarh, Rajsamand and Udaipur districts through Jakham Dam.
  • Apart from this, a provision of Rs 229.73 crore has been made in the proposal to provide drinking water to 79 villages and 325 dhanis of Lohawat and Denchu of Phalodi district through Rajiv Gandhi Lift Canal under Indira Gandhi Canal Project.
  • A provision of Rs 7583.15 crore has been made to provide drinking water through the Big Water Project to the villages not yet connected to the Indira Gandhi Canal Project in Sikar and Jhunjhunu districts.
  • Apart from this, approval of Rs 196.68 crore has been given for providing drinking water connections to 123 villages and 244 hamlets of Nagaur district under ‘Jayal Matasukh Project’ under Indira Gandhi Canal Project.
  • These large water supply projects will be implemented and financed by Rajasthan Water Supply and Sewerage Corporation.
  • With this approval of the Chief Minister, drinking water will be easily available to the common people in large parts of the state. This will provide permanent solutions to various social, economic, health related and other problems in areas suffering from drinking water supply problems due to geographical conditions and other reasons.

Schools of the State will be Converted into Government Mahatma Gandhi English Medium Schools

On October 8, 2023, Rajasthan Chief Minister Ashok Gehlot gave approval to convert 510 schools of various categories in the state into Government Mahatma Gandhi English Medium Schools and to upgrade 47 upper primary schools into higher secondary schools.

  • With the approval of Chief Minister Ashok Gehlot, 44 schools of primary level, 294 of upper primary level, 13 of secondary level and 172 schools of higher secondary level will be converted into Government Mahatma Gandhi English Medium Schools. With this, students of urban and rural areas will get the facility to get education in English medium.
  • It is noteworthy that the Chief Minister had announced the opening of one thousand Government Mahatma Gandhi English Medium Schools each in rural and urban areas in the budget year 2023-24. Earlier, approval has been issued for 709 schools.
  • Similarly, as per the budget announcement of the Chief Minister, 47 upper primary schools will be upgraded to government higher secondary schools.
  • The Chief Minister has also approved the proposal to open additional faculty/subjects in 72 government higher secondary schools of the state.
  • According to the proposal, Science stream will be started in 41 schools, Arts stream in 8 schools, Commerce stream in 4 schools and Agriculture stream in 19 schools. Apart from this, the proposal for creation of 41 new posts of Lecturer in School Education and 11 new posts of Laboratory Assistant has also been approved for operation of new faculties/subjects.

Upgradation of Infectious Disease Institute, Jodhpur

On October 8, 2023, Rajasthan Chief Minister Ashok Gehlot approved Rs 3 crore for the second phase of development of the Infectious Diseases Institute in Jodhpur, aiming to transform it into a high-level research centre.

  • The state government is actively enhancing medical facilities, and this funding is part of that initiative.
  • The proposed upgrades include the construction of an administrative block, a new central drug store, a central oxygen pipeline for pediatric cubicles, and a lift within the institute. Additionally, a 128 Slice CT machine will be installed through Public-Private Partnership (PPP) mode.
  • Chief Minister Gehlot had previously announced in the budget the intention to develop this institute into a high-level research centre, and this financial approval is a step towards realizing that goal.
  • Rajasthan Talent Search Exam will be Organized
  • The Rajasthan government is set to organize a ‘Rajasthan Talent Search Exam’ for meritorious students, similar to the National Talent Search Exam. This initiative, announced by Chief Minister Ashok Gehlot in the 2023-24 budget, aims to provide scholarships to 10,000 selected students.

Scholarship Details :

  • Class 11 and 12: Rs 1,250 per month
  • Undergraduate and Postgraduate: Rs 2,000 per month

Safe School, Safe Rajasthan: Second Phase of ‘Good Touch, Bad Touch’ Awareness Campaign on October 28

On October 25, 2023, Naveen Jain, Secretary of the Rajasthan School Education Department, announced the second phase of the ‘Safe School, Safe Rajasthan’ campaign. This phase aims to raise awareness about ‘Good Touch, Bad Touch’ in over 65 thousand government schools across the state. The awareness program is scheduled for October 28, coinciding with ‘No Bag Day’.

  • During this phase, master trainers at the school level will conduct special training sessions for children between 8 am and 12 noon. The training will focus on the ‘No-Go-Tell’ principle, teaching children how to respond to instances of bad touch by saying “no,” fleeing the situation, and reporting it to a trusted adult without fear or panic.
  • Psychologists and experts believe that regular training on this sensitive topic in three phases will help children internalize the information and respond to ‘Unsafe Touch’ situations with awareness and alertness. The School Education Department has designed the training outline in a phased manner, with the third phase scheduled for January next year.
  • In the first phase of the campaign, held on August 26, more than 58 lakh children were educated about ‘unsafe touch’ in over one lakh sessions across 65 thousand 122 government schools. The department has trained 1200 master trainers at the state level, who will conduct training sessions in their respective districts. The second phase will follow the same model as the first phase, with training sessions organized in more than 65 thousand schools on October 28.
