CM Helpline
CM Helpline is a major initiative of Chief Minister Office of Uttarakhand,
launched on February 23, 2019, by chief minister Trivendra Singh Rawat.
The CM Helpline Number is 1905 and any citizen call on this number for
registration of grievances. These grievances are automatically gets registered
and their status can be checked online and also updated on mobile through
registered mobile number of the complainant. The officers of department,
pertaining to grievance are intimated and it is their responsibility to resolve it
in a time bound manner. Matters related to Right to Information Act, Those
subjudice in court of law, and those related to demand for job or financial
assistance are not covered under it. The performance of the officers of
department is also evaluated based on their response to this helpline. This is a
major step toward responsible and accountable governance. Earlier existing
Samadhan portal, which was launched in 2013, has now been merged under
this scheme.

the state and central run development programs. The portal gives a
transparent picture on performance of different departments and schemes.
Along with Uttarakhand some other states like Karnataka, Andhra Pradesh
and Haryana has the same sort of digital platform for the same kind of
scheme.
Key Features of the e-Dashboard ‘Utkarsh’
Objective: to supervise the progress of the schemes and development
programs across the state. It is easier to track the officials and their duties
regarding such schemes.
Real Time data: The portal gives real time data on several schemes.
Starting from the planning to implementation all will be available in e-
Dashboard. This data will be helpful to know whether the schemes are
helping the beneficiaries or not.
Departments: initially 14 departments of the government were linked
with the portal. By June 2021 all the government departments are on the
platform.
Accessibility: Chief Minister will have the authority to personally check
everything from state run schemes to central run scheme. He will be able
to access the portal from his office.
Transparency: Governmet and citizen would get a clear picture of how
these schemes are working and if not working then what’s the matter.

There will be red and green signs according to the performance of the
departments. If the department managed to achieve less than 50% target,
then it will get red sign. That means it is in dangerous position. All the
officials associated with this department can be affected by this.
The green sign will be given if any department achieved 75% or more
target. This means the department has performed well. In this way
database of all the departments will be evaluated.
Krishi Upadan Lagat Sarvekshan Yojana- Announced in Budget 2020-21,
to provide Minimum Support Price (MSP) for crops like Mandua, Sanwa,
Urad, Gahat, Masur etc.
Mukhyamantri Palayan Roktham Yojana- Announced in Budget 2020-
21, with a financial outlay of Rs. 18 crore, the scheme was launched on 11
Sep.2020, by the Department of Rural Development. The scheme will target
474 revenue villages in which percentage of migration is more than 50%. The
scheme proposes integration of schemes of different departments like
agriculture, horticulture, animal husbandry and others to promote self
employment and skill developmet among unemployed youth, reverse
migrants and rural residents and to fill the gap under these schemes. The
ultimate objective is to reduce Palayan from rural to urban areas. It aims to
reduce duplicacy in schemes and promote convergence in the schemes of
different departments. To monitor the schems State Level Empowered
Committee is setup under the chairmanship of Chief Secretary with Principal
Secretaries of Rural Developmet, Planning, Indutries, Finance, PWD,
Agriculture, Horticulture, Drinking Water, Electricity, Education, Health,
Secretary Palayan Ayog, and Commissioners Garhwal and Kumaun as its
members and Additional Secretary Rural Development, as member
coordination. To implement the scheme a district level Committee is formed
under the chairmanship of DM with CDO as deputy chairperson. The scheme
is framed as per the recommendations of the Palayan Ayog.

in remote rural areas in the mountainous through 7,771 centres. The cattle
rearers in these areas will be provided with packed silage and total mix ration
(TMR). This will come as a major relief for women who have to undergo
hardships and face dangers while collecting fodder from the jungle. the
cabinet approved a sum of Rs. 16.78 crore for MGKY in the next financial
year. Arrangement has been made for cooperative farming of maize,
facilitating production of silage and TMR along with its supply to the
beneficiaries. The government intends to provide the cattle fodder at Rs. three
per kilogramme under this scheme.
Uttarkhand Chief Minister Young Fellow Policy- 2019
With a vision to bring a fresh perspective in the administration and
governance model, Chief Minister of Uttarakhand has introduced CM Young
Fellowship Policy- 2019. Under this initiative four young and promising
professionals with relevant experience in Pubic Policy Frameworks and Good
Governance projects, will be selected through competitive screening process.
This programmne is on contractual basis for 11 months. Graduates with one
year experience in relevant field, in the age group of 20-30 years can apply
for this fellowship of rs. 15000 per month. This initiative gives Civil Service
aspirants, Visionaries of Good Governance, Tech. enthusiasts, Innovators and
Strategists, a unique opportunity to work closely with the Government,
participation in monitoring and evaluation of development projects, and
interaction with Chief Minister and senior officials.
Mukhyamantri Swarojgar Yojana
Launched in May 2020, to promote self employment among entrepreneurial
youth, migrants who have come back to the state during covid-19, skilled and
unskilled workers of the state both in urban and rural areas. Maximum
investment upto Rs. 25 lakh in manufacturing and Rs. 10 lakh in service
sector. An applicant in General category will have to invest minimum 10 %
and in Special Category ( SC, ST, OBC, Women, Disabled, Ex-servicemen,
and Minorities) 5% of the project cost. In category A districts( Pithoragarh,
Bageshwar, Champawat, Rudraprayag, Chamoli and Uttarkashi) government
will provide a subsidy of 25% of the project, in Category B districts (
Almora, Tehri Garhwal and Pauri Garhwal) and in B+ areas ( Kotabag of
Nainital and Kalsi of Dehradun) government will provide a subsidy of 20%

Mukhyamantri Mahalakshmi Kit Yojana- Launched in April 2021. The
scheme envisages grant of Rs. 3500 kit for per girl child for the couples
having two girl children. The kit will comprise of medicines, and other
nutritious food. In the beginning fifty thousand beneficiaries are expected to
benefit.
Atal Utkrisht Vidyalayas- Announced in July 2020, the government has
decided to open two English medium, government schools affiliated to the
CBSE Board, in each block of the State. These schools will have better

Mukhyamantri Saur Swarojgar Yojana- Launched on 9
th
Oct. 2020, for
self employment by solar energy farming. The objective of this scheme is to
promote the production of green energy and provide self employment
opportunity to the youth of the state and returning migrants. Each beneficiary
of this scheme will be allocated solar plant of 25KW and 10000 people will
get self employment under this scheme. With the installation of solar panels
for integrated farming, fruits, vegetables, and herbs can be produced on the
same land. Seeds of climate based medicinal and spongy plants will be
provided free of cost on the land to be set up. Permissible grants and benefits
will be available for MSME’s Mukhyamantri Swarojgar Yojana.
Beneficiaries can take loan from private or nationalized banks. Private banks
will give loans for a period of 8 years. A committee has been constituted
under the chairpersonship of DM to allocate projects at the district level to
the applicant found suitable by the technical committee. After receiving the
project allocation letter, the beneficiary will enter into a Power purchases
Agreement with the Uttarakhand Power corporation ltd. 1.5 to 2 nali of Land
and INR 10 lakh at the rate of Rs. 40 thousand per unit are required to set up
each plant.
13 Districts, 13 Destinations- The government of Uttarakhand has
