Why in News?

Recently, on the occasion of International Women’s Day 2022, the Union Minister for Micro, Small and Medium Enterprises (MSMEs), launched a Special Entrepreneurship Promotion Drive for Women -“SAMARTH” .

About SAMARTH Initiative

  • As part of the Ministry’s Samarth initiative, aspiring and established women entrepreneurs will be eligible for the following benefits:
  • Women would be given 20% of the seats in free skill development programmes organised under the Ministry’s skill development programmes.
  • Under the Ministry’s marketing assistance programmes, 20% of MSME Business Delegations sent to local and foreign exhibits would be dedicated to women-owned MSMEs.
  • A 20% discount on the annual processing cost for the Commercial Schemes of the National Small Industries Corporation (NSIC).
  • NSIC is a Government of India Enterprise under the Ministry of MSME.
  • A special drive to register women-owned MSMEs under the Udyam Registration system.
  • The Ministry of MSME is focusing on providing women with skill development and market development assistance through this initiative.
  • More than 7500 women candidates from rural and sub- urban areas will be trained in the FY 2022-23. In addition, tens of thousands of women will be given marketing chances to present their products at national and international Exhibitions.

Ex Dharma Guardian-2022

Why in News?

Recently, Ex DHARMA GUARDIAN-2022 was successfully culminated after twelve days of intense joint military training, providing an unique opportunity of achieving synergy between Armed Forces of both the Nations which is focused towards strengthening the timeless bonds of India – Japan friendship.

About Ex Dharma Guardian-2022:

  • It is an annual exercise between Indian Army and Japanese Ground Self Defence Force which commenced on 27 February 2022 at Foreign Training Node, Belgaum.
  • The exercise also provided a platform for professional and cultural learning as well as social interactions which in-turn broadened their horizon towards knowledge and cooperation aiming towards co-existence as one in the Indo-Pacific Region.
  • The conduct of this exercise, which covered a vast spectrum from cross training & combat conditioning in field conditions, to sports and cultural exchanges has been a grand success.
  • Both contingents not only shared their expertise on contemporary subjects of counter terrorism operations, but also utilised this opportunity to share their experiences on exploiting disruptive technologies like Drone and Anti-Drone weapons.
  • “Exercise Dharma Guardian” will enhance the level of defence cooperation between the Indian Army and Japanese Ground Self Defence Forces and will act as a catalyst for many such joint programs in future to further consolidate on the gains achieved.

Captive Employer

Why in News?

Union Rural Development Secretary chaired a webinar promoting the ‘Captive Employer’ initiative under the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY).

About Captive Employment

  • ‘Captive Employer’,  is a first of its kind initiative aimed at addressing the vision of a dynamic and demand-based skilling ecosystem catering to the requirements of industry partners assuring sustainable placements for rural poor youth.
  • The initiative is a shot in the arm for the DDU-GKY programme, assuring post-training placement of candidates for a minimum of six months with a minimum CTC of Rs 10,000/-. 
  • The model will allow the industry to source trainees as per their requirement with active support from States/UTs and train them as per the requirement of their own organizational/industry/ subsidiaries /operational need and provide candidates with assured placement.
  • It will also allow employers to select rural youth and skills & deploy them in one of their establishment/subsidiaries.

Deen Dayal Upadhyaya – Grameen Kaushalya Yojana (DDU-GKY)

  • DDU-GKY is a placement linked skill development program which allows skilling in a PPP mode and assured placements in regular jobs in an organization not owned by the skilled person.
  • The Vision of DDU-GKY is to “Transform rural poor youth into an economically independent and globally relevant workforce”.
  • It aims to target youth, in the age group of 15–35 years. DDU-GKY is a part of the National Rural Livelihood Mission (NRLM), tasked with the dual objectives of adding diversity to the incomes of rural poor families and cater to the career aspirations of rural youth.
  • DDU-GKY is being undertaken as PPP Project all over the country through Project Implementing Agencies (PIAs) registered with the Ministry of Rural Development.
  • Further, Guidelines of the scheme mandate State Governments to take up skill training projects with Corporate Social Responsibility funding.
  • DDU-GKY Guidelines provide for setting apart 15% of the funds of the funds at for national level beneficiaries from among minority groups.
  • Under this programme, disbursements would be made through a digital voucher directly into the student’s bank account as part of the government’s skill development initiative.
