Overview

• Bihar is located in the eastern part of India. The state is surrounded by Nepal in the north, West Bengal in the east, Uttar Pradesh in the west and Jharkhand in the south. The state enjoys a unique location specific advantage because of its proximity to the vast markets of eastern and northern India, access to ports such as Kolkata and Haldia and to raw material sources and mineral reserves from the neighbouring states.
• As of the 2023-24 fiscal year, Bihar's Gross State Domestic Product (GSDP) is estimated at ₹9.76 lakh crore (approximately USD 117 billion), with a Compound Annual Growth Rate (CAGR) of 13.5% from 2016-17 to 2023-24. 

• Bihar is one of the strongest agricultural states. The percentage of population employed in agricultural production in Bihar is around 80 per cent, which is much higher than the national average. It is the third largest producer of vegetables and the sixth largest producer of fruits in India. Food processing, dairy, sugar, manufacturing and healthcare are some of the fast growing industries in the state. The state has planned initiatives for the development of other sectors such as education and tourism and also provides incentives for information technology and renewable energy.

The state has a large base of cost effective industrial labour, making it an ideal destination for a wide range of industries.

Recent Developments

• 1. Infrastructure

  • Over 1,000 small bridges completed under Mukhyamantri Gramin Setu Nirman Yojana, improving connectivity across rural areas
  • Patna Metro's 6.5 km priority corridor is nearing completion, with the entire 32.5 km project expected to be operational by 2025, costing ₹13,365.77 crore.

• 2. Smart Cities

  • 74 smart city projects completed in Patna, Bhagalpur, Muzaffarpur, and Bihar Sharif, including multilevel parking, riverfront development, and sewage treatment plants. 70% of the remaining 55 projects are also nearing completion.

• 3. Power & Digital Infrastructure

  • Bihar is increasing its renewable energy capacity and rural electrification through the Deen Dayal Upadhyaya Gram Jyoti Yojana.
  • Broadband connectivity under the BharatNet project is expanding, facilitating e-governance and digital services in rural areas

• 4. Healthcare

  • New hospitals and healthcare centers are being built, and telemedicine services are being expanded to improve rural healthcare. ₹4,296 crore has been allocated for healthcare development.

• 5. Tourism

  • Development of tourism circuits in Bodh Gaya, Nalanda, and Rajgir, with projects aimed at enhancing infrastructure and attracting more visitors, contributing to the state’s economic growth

Key Sectors

• 1. Food Processing and Dairy

  • Bihar ranks among the top states in agricultural output, with fruit production reaching 5.5 million tonnes and vegetable production at 16.2 million tonnes in 2022-23.
  • The state government continues to focus on agro-processing zones and food parks to enhance value addition and exports.

• 2. Education

  • In the 2024-25 budget, ₹54,605 crore has been allocated to the education sector, with ₹14,596 crore dedicated to the Samagra Shiksha Abhiyan. This reflects a commitment to improving literacy and skill development.

• 3. Textile and Leather Industry

  • Bihar has prioritized the establishment of textile and leather clusters, especially in Patna and Bhagalpur. The Mega Leather Cluster project is expected to boost exports and generate employment. Further development in technical textiles and jute processing has been emphasized.

• 4. Tourism

  • The state aims to develop 1,000+ tourist sites, including religious and historical destinations. With over 35 million domestic and international tourists visiting in 2022, Bihar plans to further enhance its infrastructure and heritage tourism through schemes like PRASAD and Swadesh Darshan
