Haryana's Commitment to improving healthcare

  • Haryana has a strong commitment to improving the health status of its people and providing quality healthcare services. To achieve this goal, the National Rural Health Mission has been implemented in the state with a focus on improving the health status of rural populations. The state is making steady progress towards achieving the goals and objectives set forth under NRHM, National Population Policy, and Millennium Development Goals.
  • In terms of health indicators, Haryana has shown remarkable progress compared to other states in India. The per capita government expenditure on health has increased steadily over the years, from Rs. 166.83 in 2000 to Rs. 734.00 in 2013, which has played a vital role in improving the health and well-being of the people in the state. As a result, the crude birth rate, crude death rate, and infant mortality rate have declined over the years in Haryana. The crude birth rate has decreased from 26.9 in 2000 to 21.3 in 2013, indicating significant improvements in the state's health infrastructure and policies.
  • Haryana has shown significant improvement in health indicators compared to other states in India. The state has witnessed a rise in per capita government expenditure on health over the years, which has contributed to the health and wellness of its people. Haryana has seen a decline in crude birth rate, crude death rate, and infant mortality rate, from 26.9 to 21.3, 7.5 to 6.3, and 67.0 to 41.0, respectively, between 2000 and 2013. 
  • This is attributed to the presence of good health infrastructure facilities in the state, such as hospitals, sub-centres, primary health centres, community health centres, trauma centres, dispensaries, RCH centres, delivery huts, and well-trained healthcare professionals. The Haryana government has also launched programs like Janani Shishu Suraksha Karyakram, Facility Base Newborn care, and Home Based Post Natal Care to reduce newborn deaths and bring the rate down to 30 by 2015.

Infrastructure

  • To provide healthcare services in any state, a well-equipped infrastructure is essential. This includes buildings, equipment, supplies, and communication devices, which are vital for effective delivery of health services. It is necessary to have well-trained and service-oriented staff at healthcare centers, dispensaries, or hospitals. 
  • Oral health promotion, checkups, and appropriate referrals are critical at primary health centers (PHCs), while at community health centers (CHCs), a unit consisting of a dental chair and sets of dental equipment is essential for examination, extraction, and management of dental problems.
  • Currently, healthcare services are delivered through a network of 59 hospitals, 121 community health centers, 488 primary health centers, and 2630 sub-centers in the state. In addition, the department provides services through eight trauma centers, three dedicated burn units, 63 urban dispensaries, polyclinics, and urban health centers.

Policies and schemes

  • Mukhya Mantri Muft Ilaaj Yojana: The Government Health Institutions are providing free secondary level surgeries under the Mukhya Mantri Muft Ilaaj Yojana (MMIY) scheme. This scheme includes 231 different types of surgeries, as well as 69 free basic laboratory investigations, X-rays, ultrasounds, and ECGs. Additionally, patients receive free referral transport, indoor treatment services, and 21 different types of dental procedures. The MMIY scheme was allocated a budget of 18 crore for the year 2016-17.
  • National Health Mission: Maternal & Child Health has been given special attention under the National Health Mission, as evidenced by the decline in Infant Mortality Rate (IMR) to 33 per thousand live births (SRS 2013) and Maternal Mortality Rate (MMR) to 127, according to the National Family Health Survey-4 (NFHS-IV 2015-16). Additionally, the institutional deliveries have increased to 92.1 percent in 2016. Haryana currently possesses a total of 364 ambulances, out of which 102 are patient transport ambulances, 47 are advanced life support, 187 are basic life support, and 28 are kilkari-backhome ambulances.
  • Haryana Kanya Kosh: Haryana Kanya Kosh was established to promote the welfare and progress of girls and women in Haryana. The Women & Child Development Department will be responsible for managing the funds. A total of 68.61 lakh has been deposited in the Bank of India account of Haryana Kanya Kosh. The society has been registered and has received a PAN card from the Income Tax Department. Additionally, the Income Tax Department has issued a certificate of registration to Haryana Kanya Kosh as a "Charitable Society" under Section 12AA.
  • Establishment of One Stop Centre for Women “Sakhi”: The purpose of the One Stop Centre for Women is to provide comprehensive support and aid to women who have experienced violence in any form, whether in private or public spaces. It aims to offer quick access to various services such as medical, legal, psychological, and counseling, all under one roof. The One Stop Centre in Karnal has already handled 283 cases. The Government of India has now established six more One Stop Centres in Gurugram, Faridabad, Narnual, Rewari, Hisar, and Bhiwani.
