Awaiting the age of moderation

Why in News?

In June 2022, the Organization of Islamic Cooperation (OIC) criticized the derogatory statements of two Indians against the Prophet Muhammad and Islam.

  • However, the Indian Ministry of External Affairs dismissed the OIC’s assertions, noting that the sentiments stated by individuals did not reflect the views of the Government of India.
  • Similarly, the Organization of Islamic Cooperation criticized India in February 2022 for having a “communal mindset” amid the Karnataka hijab controversy.
  • However, India’s answer to the OIC statement was that India is a democracy, and matters within the nation are settled “in line with our Constitutional structure and system, as well as democratic spirit and polity.”

What is meant by the Organisation of Islamic Cooperation (OIC)?


The Organisation of Islamic Cooperation (OIC) is an intergovernmental organisation. It is made up of 57 member states with a majority Muslim population. The members are mostly Muslim-majority countries. A few others participate as observer states or guest nations.​

OIC Countries

  • The OIC now has 57 members, 56 of which—excluding Palestine—are also United Nations members.
  • India is not an OIC member.
  • Saudi Arabia, Pakistan, Malaysia, Turkey, and Iran all have significant political, religious, and economic weight and engagement within the OIC.
  • Kuwait, the United Arab Emirates, and Libya are other members with substantial influence due to their budgetary contributions.

OIC Role & Objectives

  • To uphold Islamic social and economic ideals.
  • To encourage solidarity among OIC member nations.
  • To safeguard, defend, and resist defamation of Islam.
  • To promote noble Islamic ideals such as moderation, tolerance, respect for variety, the conservation of Islamic symbols and shared heritage, and the defense of the Islamic religion’s universality.
  • To encourage cooperative Islamic activity and collaboration among its member countries.
  • To promote the Muslim world’s collective voice in order to safeguard and protect their interests in economic, social, and political spheres.

OIC Charter

The Organisation of Islamic Cooperation (OIC) adheres to a charter. The charter lays out its objectives, principles, and operating mechanism.

  • The present charter was adopted in March 2008 at Dakar in Senegal.
  • It enshrines that all members be guided by the noble Islamic teachings and values. It also mentions committing themselves to the purposes and principles of the U.N. charter.
  • The charter aims to establish solidarity among member states.
  • It supports the restoration of complete sovereignty and territorial integrity of any member state under occupation.
  • The charter aims to protect, defend and combat defamation of Islam.
  • It also aims to prevent growing dissension in Muslim societies. It works to ensure that member states take a united stand at: 
    • the U. N. General Assembly, 
    • the Human Rights Council, and 
    • other international fora.
  • The charter provides the framework for OIC's decision-making process. 
    • The Council of Foreign Ministers is the chief decision-making body as per the charter.
  • The charter also provides for the financing of OIC through membership contributions.

Functioning of OIC

The OIC functions as a platform for Muslim countries to come together and discuss issues of common interest.

Membership

UN members with a Muslim majority can join OIC. Membership requires ratification with full consensus at the OIC's Council of Foreign Ministers. The same applies to acquiring an observer status.

Decision Making

  • Decisions require a quorum of two-thirds members and complete consensus. If consensus cannot be reached, decisions are taken with a two-thirds majority vote of members present.
  • The Council of Foreign Ministers is the chief decision-making body. It meets annually to decide policies, resolve issues and recommend new organs.

Finance

OIC is funded by member contributions proportionate to their national incomes.

Islamic Summit

It is the supreme authority, comprising heads of state. It meets every three years to deliberate on policy issues concerning member states.

Standing Committees

OIC has standing committees for the following:

  • cooperation on information and culture, 
  • economic and commercial matters, 
  • science and technology, and 
  • for Jerusalem.

OIC Key-Bodies

The key bodies of the OIC include the following:

OIC Islamic Summit

  • The Islamic summit comprises Kings, Heads of State, and Governments from Member States. It is the OIC’s top authority.
  • They meet every three years. They discuss, make policy choices, and give direction on matters related to the achievement of goals. 
  • The OIC-Islamic summit is based on three principles:
    • Final Communique
    • Resolution
    • Declaration
  • The states met for the first time in September 1969 in Rabat, Morocco. The most recent and 15th summit was held on March 23, 2022, in Islamabad, Pakistan.

The Council of Foreign Ministers (CFM)

  • During the time between summits, the OIC foreign ministers meet. 
  • They monitor the execution of decisions made by heads of state.

The General/Permanent Secretariat

  • The executive organ of the OIC is situated in Jeddah, Saudi Arabia. It handles the operations of the OIC as well as the execution of the decisions of the two preceding bodies.
  • This body is led by the Secretary-General.

Standing Committees

The OIC also has standing committees at the ministerial level. They coordinate and strengthen their active collaboration in the following:
  • information and cultural affairs, 
  • economic and commercial problems, 
  • scientific and technical projects, and 
  • Jerusalem.

Specialized Institutions

  • The Islamic Development Bank (IDB)
  • The Islamic Educational, Scientific, and Cultural Organization (ISESCO)
  • The Islamic States Broadcasting Organization (ISBO)
  • The International Islamic News Agency (IINA)
