India-UK Trade Relations

  • India shares a rich historical bond with the United Kingdom, and currently, the UK holds a pivotal position as one of India's most significant trading partners.
  • The UK is a notable source of Foreign Direct Investment (FDI) for India, while also ranking as one of the G20 countries making substantial investments in India.
  • Various sectors, including pharmaceuticals, textiles, leather, industrial machinery, furniture, and toys, witness active engagement between India and the UK.
  • India is also eyeing the UK as a source of technology-based products such as high-quality cameras, medical devices, and automobiles.

Close Ties

  • India's relationship with the UK runs deep, with approximately 1.5 million individuals of Indian origin residing in Britain.
  • Furthermore, 15 of them hold seats in the UK Parliament, three serve in the Cabinet, and two occupy prominent positions as Finance and Home Ministers.
  • Prior to the COVID-19 pandemic, around half a million Indian tourists visited Britain annually, and double that number traveled in the opposite direction.
  • Despite limited post-graduation employment opportunities, roughly 35,000 Indian students pursue education in the UK.
  • These close ties extend to economic matters as well, with the UK ranking among the top investors in India, and India reciprocating as the second-largest investor and a significant job creator in the UK.
  • This robust relationship paves the way for closer military cooperation, joint strategies in the Indo-Pacific region, collaborative efforts in counter-terrorism, and a shared commitment to combat climate change.

Pandemic Cooperation and Vaccine Manufacturing

  • The highlight of India's relations with the UK centers on closer cooperation regarding the coronavirus vaccine.
  • India's Serum Institute has taken the lead in producing and distributing the Oxford/AstraZeneca vaccine within India and as part of the COVAX project to supply other developing countries.

Significance

  • Brexit has been a pivotal factor, with the UK's pursuit of a bilateral trading arrangement gaining momentum following its decision to exit the European Union in January 2020.
  • India, however, had initially resisted such efforts, awaiting the completion of the Brexit process.
  • India's keen interest lies in understanding the extent of the "special and preferential" access the UK will secure in the vast European market post its departure from the EU's single-market dynamics.
  • As a permanent member of the UN Security Council, the UK holds strategic importance as a partner for India, offering support on global issues such as the standoff with China in the Ladakh sector of the Line of Actual Control (LAC) and India's aspiration for a permanent seat at the UN Security Council.

Review of Trade Agreements

  • India may contemplate a review of trading agreements, including the renegotiation of tariffs on certain items and the tightening of provisions governing country-of-origin certification.
  • The UK, with its "my country first" approach, has adopted a populist stance, which has potential implications for trade agreements, both within the EU and domestically.

The Future

  • India is one of the world's fastest-growing large economies, and the Free Trade Agreement (FTA) with the UK has played a crucial role in boosting the country's trade volume.
  • However, some policymakers believe that India's FTAs with the UK have not yielded the expected benefits and have, in fact, negatively impacted the manufacturing sector due to lenient rules of origin.
  • Hence, there is a pressing need for a comprehensive evaluation of FTAs, encompassing goods, services, and investment flows, involving all relevant stakeholders.

In Conclusion

The India-UK relationship holds the potential to become one of the most significant and positive partnerships of the 21st century.
