Social Welfare Schemes in Haryana - 3 | HPSC Preparation: All subjects - HPSC (Haryana) PDF Download

Following schemes related to employment have been conducted by the State Government:

Saksham Yuva Scheme

  • Initiated on November 1, 2016, during Haryana Swarna Jayanti Varsha, this scheme offers monthly financial aid to unemployed post-graduates.
  • Unemployed post-graduates receive 6000 for 100 hours of honorary work across various state departments, boards, corporations, and registered committees. Additionally, they obtain 3000 as unemployment allowance. Unemployed graduates are also included and receive 1500 as unemployment allowance.

Model Career Centre

  • Launched in 2015, the 100% Model Career Centre in Hisar is part of a centrally funded scheme to empower youth in skill development and help them achieve their professional aspirations.
  • To date, 11 employment fairs have been conducted from the Model Career Centre in Hisar, resulting in 469 appointments made in the private sector.

Unemployment Allowance Scheme

  • Launched on November 1, 2005, by the State Government, this scheme targets educated unemployed individuals in the state.
  • It provides 300 per month to unemployed individuals who have completed 12th grade or its equivalent and 500 per month for graduates or diploma holders.
  • Since April 1, 2009, women who have completed 12th grade receive 900, and graduate women receive 1500 per month under this scheme.
  • Additionally, male students from the science stream who have completed 12th grade receive 750, and graduate male students from the science stream receive 1000 per month.

Saksham Sarthi/Saksham Rakshak

  • The State Government collaborates with various private institutions to create employment opportunities for unemployed youth.
  • As part of the Saksham Haryana Campaign, 57,185 youths have gained employment through partnerships with Ola, Uber, Zomato, and Swiggy as drivers and security guards.

The following major schemes related to Scheduled Castes are being operated by the State Government:

Anusuchit Jati Chattra Shiksha Protsahan Yojana

  • The Haryana Government initiated the "Anusuchit Jati Chattra Shiksha Protsahan Yojana" on August 18, 2009.
  • Students enrolled in science, commerce, or vocational courses after completing 10+2 receive class-wise annual scholarships ranging from 5000 to 14000 under this scheme.
  • The scheme aims to encourage parents of scheduled caste girls and prevent these girls from discontinuing their education after passing the 10+2 exam.
  • Eligibility for this scheme is based on parental income, with students qualifying if their parental income is less than 240,000.

Educational Facilities

  • SC male students from class 1st to 12th receive a monthly scholarship ranging from 100 to 300 along with a yearly lump sum allowance of 1450, graded according to their class level.
  • Similarly, SC female students from class 1st to 12th receive a monthly scholarship ranging from 150 to 400, and a yearly lump sum allowance ranging from 740 to 1450, based on their class level.

Dr. BR Ambedkar Awas Navinikarn Yojana

  • Intended for SC, nomadic, and roadside individuals living below the poverty line, this scheme provides a grant of 50,000 for home repairs.

Inter-Caste Marriage Incentive Scheme

  • Initiated by the State Government to eradicate caste discrimination and promote societal harmony.
  • Eligibility requires one partner from the scheduled caste and the other from a non-scheduled caste, both being permanent residents of Haryana.
  • Initially offering 50,000 for a scheduled caste individual marrying a non-scheduled caste partner, the current amount has increased to 2.5 lakhs.

Farmers Welfare Schemes

The following schemes related to farmer welfare are being implemented in the state:

Bhavantar Bharpayee Yojana

The State Government introduced a scheme on January 1, 2018, aimed at shielding farmers in Haryana from crop price declines resulting from various disasters.

  • The initiative initially establishes a base price for vegetables.
  • If a farmer sells their crop below this base price at the mandi, the State Government compensates them for the difference.
  • To participate, farmers must register on the Bhavantar Bhoomi Yojana Portal.
  • The scheme began by setting minimum base prices for four crops: tomato, onion, potato, and cauliflower.

Crop Cluster Development Programme (CCDP)

  • Initiated in 2018 by Agriculture and Farmers Welfare Minister Om Prakash Dhankhar in Gurugram district.
  • Aiming to double farmers' income by eliminating middlemen, the program established 140 clusters across 340 villages in the state. Each cluster focuses on specific crops, aiding farmers in selling their produce.

National Agricultural Market (e-NAM)

  • Launched in 2017 in Haryana by the State Agricultural Marketing Board, this scheme connected 54 mandis to the e-NAM platform. e-NAM serves as an online platform offering training facilities to farmers, traders, and buyers.

Livestock Insurance Scheme

  • Introduced on July 29, 2016, by the Haryana Government, this scheme offers affordable insurance coverage to livestock owners.
  • It provides a three-year insurance plan for cows, buffaloes, bulls, and camels at a premium of 100 and a similar plan for sheep, goats, and pigs at a premium of 25.

e-Procurement

  • Jointly initiated by the Haryana State Agricultural Marketing Board and the Food and Supplies Department in 2016, commencing in Karnal district.
  • Aims to introduce transparency in the foodgrains procurement process across all levels.
  • Scholarship Scheme for Children of Cooperative Milk Producers:
  • Launched on March 1, 2015, by the Department of Dairy Development, offering scholarships to children of cooperative milk producers who secured over 80% marks in the 10th and 12th exams.

Insurance Scheme for Cooperative Milk Producers

  • Implemented by the Department of Dairy Development, this accident insurance scheme offers coverage of 5 lakhs to families of cooperative milk producers.

Haryana Mini Dairy Scheme

  • A collaboration between the Haryana Government and NABARD Bank, this initiative enhances farmers' income through cow-based dairy.
  • Offers low-interest loans for purchasing 50 cows and developing dairy. The State Government bears the entire interest burden of the developmental expenses, with a 50% subsidy on cow purchase loans.

Gau Samvardhan Yojana

  • Executed by the Animal Husbandry and Dairy Department, this scheme safeguards and enhances indigenous cow breeds like Haryana, Balahi, and Sahiwal.
  • Offers incentives ranging from 5000 to 20000 to cattle herders of these breeds producing more milk. It pays 50% premiums for general cattle herders and 100% for scheduled cattle herders.
