Introduction to the National Food Security Act (NFSA), 2013:


Effective from August 20, 2013, the Haryana State Government has implemented the National Food Security Act, 2013 (NFSA). This initiative aims to ensure food and nutritional security throughout the human life cycle, offering access to an adequate quantity of food at affordable prices, thereby enabling people to lead dignified lives.

NFSA, 2013 Classifications:


Under NFSA, 2013, eligible households fall into two categories:

  • Antyodaya Anna Yojana (AAY) households: Entitled to receive 35 kg of foodgrains per month per family at highly subsidized rates (Rs. 1 to 3 per kg for coarse grains, wheat, and rice).
  • Priority households: Entitled to receive 5 kg of foodgrains per person per month at specified rates (Rs. 2).

Population Coverage under NFSA, 2013:

  • The Government of India has communicated the coverage of the population under NFSA, 2013 to the Haryana state based on the Socio-Economic and Caste Census 2013 (SECC-2013):

    With the implementation of NFSA, 2013, a total of 1,26,49,000 beneficiaries (49.89% of the population) in Haryana are covered under the Targeted Public Distribution System (TPDS). Haryana holds the distinction of being the first state to launch NFSA, 2013, starting from August 20, 2013.

Vigilance Committees under NFSA:

  • Village/Ward Level Committee:
    Comprising representatives such as Sarpanch, S.C. Panch, and Village Patwari for both rural and urban areas.
  • Block Level Committee:
    Comprising cardholders, local bodies, and social workers to cover Fair Price Shops (FPS) in a block.
  • District Level Committee:
    Comprising members from beneficiary groups, social/consumer organizations, elected representatives, and chaired by the Zila Pramukh.
  • State Vigilance Committee:
    Responsible for supervising NFSA scheme implementation, reporting violations to District Grievance Redressal Officer, and addressing malpractices.
  • District Grievance Redressal Officers (DGROs):
    Designated Deputy Commissioners to handle grievances related to foodgrain distribution and enforce NFSA entitlements.
  • State Food Commission:
    Currently under review by the Hon’ble Punjab and Haryana High Court after being rescinded by the government.
  • Women Empowerment:
    The eldest woman of the family, aged 18 or above, is designated as the head of the household for Ration Card/Food Security Card under NFSA. If no eligible woman is available, the eldest male member assumes this role until a female member comes of age.
