Haryana Executive Overview


The executive branch in Haryana plays a crucial role in the day-to-day administration of the state. Comprising the Governor, Chief Minister, Council of Ministers, and Advocate General, it holds sole authority over the state's executive functions.

Governor's Appointment and Residence:


The Governor, serving as the head of the Executive, is appointed by the President based on the Prime Minister's advice for a 5-year term. The Chief Justice of the Chandigarh High Court administers the oath of office at Raj Bhawan, the Governor's residence.
Qualifications for Governor:
To qualify as Governor, an individual must be an Indian citizen, at least 35 years old, and not a member of the Parliament or State Legislature. They should also not hold any office of profit under the Central and State Government.
Powers and Functions of the Governor:

  • Executive Proceedings: All executive proceedings occur in the Governor's name.
  • Appointments: The Governor appoints the Chief Minister, Council of Ministers, Advocate General, and members of the State Public Service Commission.
  • University Chancellor: The Governor serves as the Chancellor of state universities, appointing Vice-Chancellors and overseeing their functioning.
  • Legislative Address: The Governor addresses the State Legislative Assembly at the commencement of each term and the beginning of each year's first session.
  • Legislative Approval: A bill passed by the State Legislature becomes law only upon the Governor's assent. During non-session periods, the Governor can issue ordinances (Article 213).
  • Clemency Powers: The Governor has the authority to pardon, limit, or postpone court-imposed punishments.

President's Rule in Haryana:


President's Rule, as per Article 356, allows the President to assume executive responsibilities. In Haryana, this has occurred three times:

  • First President's Rule (2nd Nov 1967 - 22nd May 1968): President - Zakir Hussain, PM - Indira Gandhi, Governor - VN Chakravarthy.
  • Second President's Rule (30th Apr 1977 - 21st Jun 1977): President - BD. Jatti, PM - Morarji Desai, Governor - Jaisukh Lal Hathi.
  • Third President's Rule (6th Apr 1991 - 23rd Jul 1991): President - R Venkataraman, PM - PV Narsimha Rao, Governor - Dhanik Lal Mandal.

Chief Minister:

  • Article 163 of the Indian Constitution provides for a Council of Ministers led by the Chief Minister to support the State Executive in the State.
  • The Chief Minister is the Head of Government at the state level, where the Governor is the constitutional head, but the actual executive authority lies with the Chief Minister.
  • The term of a Chief Minister is five years, with the possibility of re-election.
  • The appointment of the Chief Minister is made by the Governor of the state.
  • The first Chief Minister of Haryana was Pandit Bhagwat Dayal Sharma.

  • Born on 26th August, 1927, in Golagarh village of Bhiwani district.

  • Haryana became 100% electrified during his tenure in 1970.
  • Died on 28th March, 2006.

Bhajan Lal:

  • Born on 6th October, 1930, in Koranwali village, Bahawalpur district.
  • Two times Chief Minister of Haryana.
  • Formed Haryana Janhit Congress in 2007, later merged with Indian National Congress.
  • Longest-serving Chief Minister for 12 years (non-continuous).
  • Died on 3rd June, 2011.

  • Born on 1st January, 1935, in Sirsa district.
  • Leader of the Indian National Lok Dal (INLD) Political party.
  • Sworn in as the Chief Minister of Haryana five times.

Bhupender Singh Hooda:
