Why in News?

With 10State and Union Territory representatives skipping the ninth Governing Council meeting of the NITI Aayog chaired by Prime Minister Narendra Modi —seven of them boycotted it — the think tank’s role has been called into question. The Chief Mi nisters of Tamil Nadu, Kerala, Karnataka, Telan gana, Punjab, Himachal Pradesh and Jharkhand did so because of concerns with the perceived lack of allocations and projects to their States in the Union Budget.

  • NITI Aayog is short for National Institution for Transforming India Aayog.
  • It's a think tank for the Indian government that helps in creating fair and inclusive economic growth through teamwork between the central and state governments.
  • It started working on January 1, 2015, after the Planning Commission was replaced.
  • NITI Aayog is vital for making plans and policies for the medium and long term, involving states, ministries, and experts from outside.
  • The main goal of NITI Aayog is to promote teamwork between different levels of government in India and make sure everyone benefits equally from economic progress.

What is NITI Aayog?

  • NITI Aayog is a think tank of the Indian government, focusing on transforming India.

Background of NITI Aayog

  • Prior to NITI Aayog, the Planning Commission began in March 1950 as a non-constitutional group. It was responsible for creating five-year plans and allocating funds to states and Ministries. The first plan covered 1951-56, and the final one spanned 2012-17.
  • The Planning Commission was substituted by NITI Aayog under the BJP government in 2015, headquartered in New Delhi. NITI Aayog advises the government on health, education, and related policies. It involves states in policy-making, promoting a collaborative approach.

Composition of NITI Aayog

NITI Aayog is composed of the Prime Minister as the Chairperson, a Governing Council consisting of Chief Ministers and Lt. Governors of States and UTs, a Vice-Chairperson, full-time and part-time members, and four ex-officio members from the Union Council of Ministers.

  • Chairperson: The Prime Minister of India serves as the NITI Aayog Chairman.
  • Vice-Chairperson: The NITI Aayog Vice Chairman is appointed by the Prime Minister.
  • Governing Council: The Governing Council consists of all the Chief Ministers of states and Union Territories' Lt. Governors.
  • Regional Council: The Regional Council addresses specific regional issues. It is chaired by the Prime Minister or his nominee. It comprises Chief Ministers and Lt. Governors.
  • Adhoc Membership: Two members from leading research institutions serve as ex-officio members on a rotational basis.
  • Ex-Officio Membership: Up to four members from the Union Council of Ministers are nominated by the Prime Minister.
  • Chief Executive Officer: The Niti Aayog CEO is appointed by the Prime Minister and holds the rank of Secretary to the Government of India.
  • Special Invitees: Experts and specialists with domain knowledge are nominated by the Prime Minister.

Niti Aayog Hubs

  • The India Knowledge Hub (IKH) is like the heart of NITI AAYOG's construction. It is a website managed by NITI Aayog where they keep and share the best practices from all over India.
  • The Team India Hub arranges discussions between state and central governments. The Knowledge and Innovation Hub enhances NITI's skills as a think-tank.

Objectives of NITI Aayog

Functions of NITI Aayog

Major Initiatives of NITI Aayog

Major initiatives by NITI Aayog include the Atal Innovation Mission, Ayushman Bharat, Aspirational Districts Programme, Digital India, Make in India, and Sustainable Development Goals (SDGs) localization.

Atal Innovation Mission (AIM)

  •  The Atal Innovation Mission (AIM) is a significant project by NITI Aayog, focusing on fostering creativity and business spirit in India. 
  •  AIM's goal is to establish an environment that encourages fresh ideas, particularly in technology-driven areas. 
  •  By running initiatives like Atal Tinkering Labs (ATL) and Atal Incubation Centers (AIC), AIM backs startups and inventive ventures. 
  •  It assists them through the entire process from coming up with ideas to implementing and expanding them. 

National Nutrition Mission (NNM)

  •  The National Nutrition Mission (NNM), also called Poshan Abhiyaan, is a detailed plan introduced to address malnutrition in India. It aims to decrease levels of stunting, wasting, and anemia among young kids, teenage girls, and women. 
  •  NNM uses a variety of methods to ensure better service provision. This involves combining different nutrition-related programs and encouraging changes in behavior through community gatherings and digital tools like the Poshan App. 

Aspirational Districts Programme

  • Launched by NITI Aayog, the Aspirational Districts Programme focuses on 112 of India's most struggling districts.
  • The program aims to enhance socio-economic factors in these districts by concentrating on crucial areas like health, education, agriculture, and infrastructure.
  • By using a data-centered and results-driven method, it promotes friendly competition among districts via a ranking system.

Digital India

Challenges Faced by NITI Aayog


  •  Limited Lawmaking Power: NITI Aayog can't decide on financial matters. It mainly gives advice without the power to enforce policies directly.
  •  State Cooperation Dependency: Getting policies to work well often needs help from state governments. Differences in political views and how well things are run in states can make it hard to have consistent policies.
  •  Social and Economic Variety: India's mix of social and economic situations makes it hard to create policies that work for all places. Making policies that fit local needs while keeping a national plan is tough.
  •  Policy Application Obstacles: Turning policy suggestions into actions and making sure they happen is a big problem. Slow bureaucracy and not wanting to change can slow things down.
  •  Data Accuracy and Trustworthiness: Making good policies needs solid data. Mistakes and gaps in how data is collected can lead to decisions without all the needed info.
