Recently, Uttarakhand Chief Minister Pushkar Singh Dhami took part in the Viksit Bharat Sankalp Yatra camp held at Ramlila Maidan in Tanakpur, Champawat district.
- National Rural Livelihoods Mission (NRLM), checks totaling 13 lakhs were distributed to 10 resource persons of the cooperative department and 10 women beneficiaries under the NRLM.
- Quizzes, cultural programs, and drone demonstrations were organized to raise awareness about various schemes. Programs like ‘Meri Kahani-Meri Zubaani’ were also conducted to share personal success stories and achievements of beneficiaries.

- According to data from the forest department, there have been a total of 43 fatalities this year due to conflicts involving tigers and leopards.

- Increase in Tiger Population : The tiger population in Uttarakhand has surged from 442 to 560 compared to the figures reported in 2018.

Chief Minister Pushkar Singh Dhami has announced the forthcoming implementation of the Uniform Civil Code (UCC) in Uttarakhand. The bill for this implementation will be presented in the assembly soon.

Banning Land Purchase
Recently, the Uttarakhand government has implemented a ban on land purchases by outsiders for agricultural or horticultural purposes.
- According to the official announcement, District Magistrates (DMs) will not grant permission to outsiders seeking to buy land for these purposes.
- On December 22, 2023, the government formed a five-member drafting committee, led by additional chief secretary (home) Radha Raturi, to thoroughly examine the report submitted by the committee on land laws.
- The government's actions are reportedly in line with public sentiment, which it considers paramount in this matter.
- Chief Minister Dhami had previously established a high-level committee to recommend a balance between the land requirements for industrial development projects in the state and the preservation of existing land in Uttarakhand.
- Specific public demands include ensuring a 25% share for local villagers and a 25% share for native residents in all projects and industries in hilly areas where land acquisition or purchase is necessary. Additionally, it is requested that 80% of employment in these projects be guaranteed for local residents.

Rising Winter Wildfires
Uttarakhand is experiencing an increase in winter wildfires, a trend that typically begins on November 1. The Forest Survey of India (FSI), the premier authority under the Union Ministry of Environment, Forest, and Climate Change (MoEFCC), has issued 1,006 fire alerts to Uttarakhand from November 1, 2023, to January 1, 2024. This figure is significantly higher than the 556 fire alerts received during the same period in 2022.
- Wildfires have been reported in several districts, including Uttarkashi, Nainital, Bageshwar, Tehri, Dehradun, Pithoragarh, Pauri, and Almora. Nainital, in particular, experienced intensified forest fires on New Year's Day 2024. Local residents attribute this increase to the lack of rainfall or snow in the past three months, which has resulted in a dry environment.
- The occurrence of these fires can lead to a rise in human-wildlife conflicts, as animals fleeing from the flames may venture into urban areas. Various factors contribute to the incidence of these forest fires, including controlled burning by forest staff, agricultural residue burning by farmers, and waste burning by villagers in barren land.
Crime Statistics in Uttarakhand for 2023
- Total Crimes Reported: 15,797 crimes under the Indian Penal Code (IPC) were reported in 2023, a decrease from 16,549 in 2022.
- Crime Resolution: Police solved 86% of the total cases in 2023.

Efforts to Rescue Tigress in Terai East Forest Division
- Two cages have been set up in the Surai range of the Terai East Forest Division, Uttar Pradesh, to capture a tigress with a wire stuck around her abdomen for the past year.
- The Surai range is close to the Semal Kuan forest area in the Mahof range of the Pilibhit Tiger Reserve, which is part of the Terai Arc Landscape in the upper Gangetic Plain Biogeographic Province.
- The tigress was first spotted in January 2023 by a patrol team, and since then, camera traps have been used to monitor her, capturing her image in 26 out of 35 traps.
- The monitoring report was sent to the Uttarakhand Wildlife Warden and the National Tiger Conservation Authority, leading to the formation of a joint team to capture the tigress.
- The Pilibhit Tiger Reserve, designated in 2014, is characterized by Saal forests, tall grasslands, and swamps maintained by periodic flooding from rivers.

Uttarakhand Renames Pawalgarh Conservation Reserve to Sitabani Conservation Reserve
The Pawalgarh Conservation Reserve, spanning 5,800 hectares in the Ramnagar forest division of Uttarakhand, has been officially renamed as the Sitabani Conservation Reserve. This change comes ahead of the consecration of the Ram Lalla idol at the Ayodhya temple.
- Officials have noted that within the reserve, there is an ancient temple dedicated to Mother Sita and the Maharishi Valmiki Ashram. According to local beliefs, this is the place where Mother Sita stayed with her sons, Luv and Kush, after leaving Ayodhya.
- The Archaeological Survey of India is responsible for maintaining both the temple and the ashram. The Pawalgarh Conservation Reserve was designated as such in December 2012 and is located in the Nainital District of Uttarakhand. Covering an area of 58.25 square kilometers, the reserve is part of the scenic and rich forests of the Ramnagar Forest Division.
Biodiversity of the Reserve
- The reserve is home to a diverse range of wildlife, including over 33 species of mammals and 365 species of birds.
- Additionally, there are more than 400 species of flora within the reserve, contributing to its rich biodiversity.
Corbett National Park Name Change
In a related note, there have been discussions about renaming Corbett National Park to Ramganga National Park. This suggestion was made by the Union Minister of State for Forests during a visit to the national park in 2021. The minister learned from forest officials that Corbett National Park had different names in the past, one of which was Ramganga.
Corbett National Park was established in 1936 and was initially named Hailey National Park after the first Lieutenant Governor of the United Provinces. It was officially notified as a reserve in December 2012.
Uttarakhand Airports Set to Achieve International Status
In a significant development for Uttarakhand, Chief Minister Pushkar Singh Dhami announced that the airports in Dehradun and Pantnagar are on the verge of attaining international status.
- Jolly Grant Airport in Dehradun serves as the primary airport for the state and is the nearest gateway to the popular tourist destination of Mussoorie.
- Pantnagar Airport is the closest airport to the serene town of Nainital.

New Township Development in Haripur, Dehradun
- Chief Minister Dhami also revealed an ambitious plan for the development of a new township in Haripur, located near Kalsi in the Dehradun district.
- This new township will be equipped with modern facilities to cater to the needs of residents and aligns with the government’s broader agenda of creating sustainable urban infrastructure to support the growing population of the state.
Uttarakhand CM Unveils Annual Calendar
Chief Minister Pushkar Singh Dhami launched the annual calendar titled “Strong Leadership, Prosperous Uttarakhand” created by the Information and Public Relations Department of Uttarakhand.
- The calendar features images showcasing the major religious and tourist sites, local products, natural beauty, and mythological places from all 13 districts of Uttarakhand.
- The initiative aims to highlight the state’s tourism and solar energy policies, efforts towards women’s empowerment, youth engagement, and government initiatives for investment, employment, and prosperity.

Republic Day Parade Tableau: ‘Developed Uttarakhand’
The tableau representing Uttarakhand in the 2024 Republic Day parade will feature the theme of ‘Developed Uttarakhand.’ This follows the success of the previous year’s tableau, ‘Manaskhand,’ which won first prize.
The tableau will include:
- Front Section: A Kumaoni woman in traditional attire welcoming visitors, along with displays of traditional crops like Maduwa, Jhangora, Ramdana, and Kauni, and the state bird, Monal.
- Central Part: Highlights of homestays in the state.
- Concluding Segment: Features of developmental projects such as the all-weather Chardham route, Rishikesh-Karnprayag rail project, ropeway systems, and improved road connectivity to Mana.
Jhangora: An ancient grain ethically sourced from the Uttarkashi Valley, known by various names in different Indian languages.
Ramdana: Handpicked from the Himalayan region, this complete protein grain is known for its high nutritional value and is called Amaranth or Chaulai in different regions.
Monal: The Himalayan Monal, the state bird of Uttarakhand and mascot for the 38th National Games, is a Schedule-I protected bird and classified as Least Concern by the IUCN.
State Advised Price (SAP) for Sugarcane Varieties in Uttarakhand
- The Uttarakhand government has set the State Advised Price (SAP) for the 2023-24 sugarcane crushing season at Rs 375 per quintal for early variety and Rs 365 per quintal for common variety.
- This decision follows a similar increase in sugarcane prices by the Uttar Pradesh government.

Rehabilitation of Jadung Village in Uttarakhand
In a pioneering effort, the Uttarakhand government has announced plans to rehabilitate and rebuild Jadung village in the Uttarkashi district. This village was abandoned by its residents after the 1962 Indo-China war and has since been under the control of the Indo-Tibetan Border Police (ITBP).
The government aims to transform Jadung into a tourist destination by inviting the descendants of the original homeowners, who now live in nearby villages, to return and revitalize the area. The region, which is similar to Ladakh in its cold desert climate, boasts good road connectivity, making it suitable for tourism.
Initial Phase of Rehabilitation
- Renovation of Houses : The first phase involves refurbishing six dilapidated houses, which will be promoted as homestays. These will feature vernacular architecture, using locally sourced materials, and will be operated by villagers.
- Self-Employment Opportunities : The initiative aims to create self-employment opportunities for the residents of Jadung while offering a unique tourism experience.
- Homestay Management : Villagers will be required to manage the homestays for a minimum of ten years. The Uttarkashi district administration will select operators from applications submitted by original inhabitants of the village.
Skill Training and Support
- The tourism department plans to provide skill training programs for homestay operators to enhance their management capabilities.
- Ongoing support will be offered for marketing and promoting these homestays to attract tourists.
Reverse Migration and Tourism Development
- Officials believe this scheme will be a significant step towards encouraging reverse migration through government intervention.
- It is also expected to create new tourism opportunities in the region.
Role of the Indo-Tibetan Border Police (ITBP)
The ITBP is responsible for safeguarding India’s borders with Tibet (China) and has been overseeing the area since the village’s abandonment in 1962.
- The Indo-Tibetan Border Police (ITBP) is a specialized mountain force in India, established on October 24, 1962, in the aftermath of the India-China war. Its initial purpose was to secure the India-China border.
- ITBP was originally formed under the Central Reserve Police Force (CRPF) Act of 1949. However, in 1992, the Indian Parliament enacted the ITBP Act, and the associated rules were framed in 1994.
- Over time, ITBP has been involved in various internal security operations, including anti-Naxal activities. The force is particularly renowned for its skills in high-altitude rescue and mountaineering missions.
- The border between India and China is not clearly defined in all areas, and there is no mutually agreed-upon Line of Actual Control (LAC) in certain stretches. The LAC was established following the 1962 Indo-China war.
The India-China border is divided into three sectors:

Uttarakhand Chief Minister's Roadshow in Rudraprayag

Mahaprasad Scheme
- The Chief Minister gathered feedback from women about improvements in their livelihoods since joining government initiatives.
- Women’s groups involved in the Kedarnath Yatra reported sales exceeding ₹70 lakh during the 2023 Yatra, selling products like honey, jute, local herbal incense, churma, belpatri, and silk bags.
- Over 500 women from different groups found employment through these efforts.
- The district administration aims to sell prasad worth ₹2 crore in the upcoming Yatra.
- Women police personnel included in the Guard of Honor were also honored with cash awards by the Chief Minister.
PRASHAD Scheme
- Launched in 2014-15 by the Ministry of Tourism, the PRASHAD Scheme aims for the holistic development of identified pilgrimage destinations.
- The scheme’s name was changed to “National Mission on Pilgrimage Rejuvenation and Spiritual Heritage Augmentation Drive (PRASHAD)” in October 2017.
- Identified religious cities/sites for development under the scheme include Amaravati and Srisailam in Andhra Pradesh, Kamakhya in Assam, and Parasuram Kund in Arunachal Pradesh, among others.
Flight Operations Connecting Sacred Lands
Recently, flight operations have resumed from Naini-Saini airport in Pithoragarh after a hiatus of over three years.
- The aviation firm Flybig will operate a 19-seater aircraft between Dehradun and Pithoragarh three times a week on Monday, Tuesday, and Friday. This resumption is significant for the strategically important border district and will soon be expanded to Pantnagar and Hindon airport in Ghaziabad.
- According to Uttarakhand Chief Minister, the air connectivity between Dehradun and Pithoragarh will boost religious tourism in the Manaskhand region. The recent visit of the Prime Minister to Jolingkong for a darshan of the Adi Kailash peak and Jageshwar Dham has sparked interest among tourists, leading to an increase in visitors to these lesser-known religious destinations.

Jageshwar Dham
- Jageshwar Dham is a Hindu pilgrimage town situated near Almora in the Almora district of Uttarakhand. The site is protected under Indian laws and managed by the Archaeological Survey of India.
