Site-2 at Kurchon village in Almora:

• Location: Upper reservoir 16 km from the Kosi river.

These projects will provide drinking water, irrigation facilities, and create employment opportunities for about 1000 people.

So far, agreements worth Rs 40 thousand crore have been signed during roadshows in London, Birmingham, and New Delhi.

Inauguration of ‘Aipan Mahotsav’

On October 15, 2023, the ‘Aipan Mahotsav’ was officially launched by the Council of Culture, Literature, and Arts of Uttarakhand. On October 16, 2023, during a meeting with departmental officials in the Assembly's auditorium, Uttarakhand Sports Minister Rekha Arya announced the decision to hold the Uttarakhand Khel Mahakumbh from October 31 to the end of December this year. Traditionally, this event starts in the first week of October every year.
Minister Arya mentioned that details regarding the venue, chief guest, and the specific competitions for the Khel Mahakumbh will be provided soon. This year, over four lakh participants are expected to join, and for the first time, prize money will be awarded to the top three participants at the Nyay Panchayat level.
The prize money for the Khel Mahakumbh competitions has been increased at all levels, from block to state. At the block level, the prizes are as follows:

On October 17, 2023, at the 69th National Film Awards ceremony held in Vigyan Bhawan, New Delhi, President Draupadi Murmu honoured Srishti Lakhera, a resident of Semla village in the Tehri district of Uttarakhand, with the National Film Award for Best Non-Feature Film for her documentary ‘Ek Tha Gaon’. 

• The awards were presented to the winners of 2021, and veteran actress Waheeda Rehman was also honoured with the Dadasaheb Phalke Lifetime Achievement Award for the same year.
• Srishti Lakhera, who produced and directed ‘Ek Tha Gaon’, has been involved in the film industry for around 13 years. The documentary, made in Garhwali and Hindi, focuses on the issue of migration in Uttarakhand, telling the story of a village that has seen a drastic reduction in its population due to this phenomenon. 
• The film features two central characters: 80-year-old Leela Devi and 19-year-old Kishori Golu, and it aims to capture the emotional and social impact of migration on rural communities. Walnut Production in Uttarakhand

• Uttarakhand ranks second in walnut production in India, following Jammu and Kashmir. The state has favorable conditions for walnut production, but there has been a decline in production over the past few years. Currently, 18,000 to 20,000 metric tons of walnuts are produced annually.
• There is significant potential for increasing walnut production in high-altitude areas such as Nainital, Almora, Bageshwar, Pithoragarh, Champawat, Dehradun, Pauri, Tehri, Chamoli, Rudraprayag, and Uttarkashi. ‘Bring a Bill, get Reward’ Scheme

On October 19, 2023, Uttarakhand Finance Minister Premchand Aggarwal awarded prizes to the fortunate winners of the lucky draw from the Uttarakhand Tax Department’s ‘Bring a Bill, get Reward’ Scheme. This scheme aimed to encourage consumers to collect GST bills and was conducted during the months of April and May.

• During the prize distribution event at the State Tax Headquarters, Finance Minister Premchand Aggarwal presented smartphones, smartwatches, and ear pods to 100 lucky draw winners.
• The ‘Bring a Bill, get Reward’ Scheme has been running since September 1, 2022, with the goal of raising awareness among consumers about the importance of collecting GST bills. So far, seven monthly lucky draws have taken place under this initiative.
• Finance Minister Aggarwal highlighted that since September 2022, a total of 47,134 consumers have registered for the scheme, uploading 210,382 bills with a total purchase value of Rs 82.60 crore. Since April 1, 2023, 15,603 consumers have registered, uploading 123,467 bills worth Rs 41.28 crore.
• He also announced that the scheme, originally set to end on March 31, 2023, has been extended until November 2023. Mega prizes will be awarded after November 30, and a customer reward program will be implemented, giving points for every uploaded bill. Traders will also receive rewards under this scheme.

On October 22, 2023, Forest Minister Subodh Uniyal announced that a proposal to establish the Rajaji Tiger Conservation Foundation has been prepared. This foundation is modeled after the Corbett Tiger Foundation and aims to enhance ecological, economic, social, and cultural development in the Rajaji Tiger Reserve and its surrounding areas. During the Police Memorial Day observance on October 21, 2023, Chief Minister Pushkar Singh Dhami announced a allocation of Rs 100 crore to address the housing issues faced by policemen. PMKSY-AIBP: A Government Initiative

Uttarakhand Government to Award Colleges Rs 5 to 10 Lakh for NAAC Grading

Introduction: On October 28, 2023, the Uttarakhand state government announced its decision to award government colleges in the state with prizes ranging from Rs 5 to 10 lakh.

• Purpose of the Awards: The awards aim to encourage colleges to undergo assessment and foster healthy competition among them. The grading will be based on the National Assessment and Accreditation Council (NAAC) evaluation.
• Utilization of Funds: Colleges receiving these awards must adhere to the Uttarakhand Government College Student Fund Rules 2020 regarding the use of funds.
• Eligibility Criteria: The award will be granted to colleges that underwent NAAC assessment last year and those that will be assessed in the future.

Dr. Godiyal appointed as Acting Chairman of Uttarakhand Public Service Commission

On October 28, 2023, the Uttarakhand Personnel Department notified the appointment of Dr. Ravidutt Godiyal as the acting chairman of the Uttarakhand Public Service Commission (UKPSC). Dr. Godiyal, a senior member of the commission, takes on this role following the completion of tenure by the previous chairman, Jagmohan Rana.

• Background: Dr. Jagmohan Singh Rana served as a member of the UKPSC before being appointed acting chairman. After the end of his tenure, the commission's senior member, Dr. Ravidutt Godiyal, was appointed acting chairman with the Governor's approval.
• Previous Chairman: Retired IAS Rakesh Kumar had resigned from the post of UKPSC chairman on June 11, 2023. His resignation led to the vacancy of the permanent chairman position in the commission.

Concrete Wall in Uttarakhand's Longest Tunnel

• A concrete wall is being constructed for the first time in India within a tunnel in Uttarakhand on the Yamunotri Highway.
• This initiative aims to enhance safety by creating separate lanes for vehicles, reducing the risk of accidents to zero.
• In case of emergencies, airtight doors will be installed in the wall for quick access between tunnels.
• The tunnel is part of the Chardham Road Project, covering a 4.5 km stretch from Silkyara to Pol village, with 500 meters left to complete.
• Advanced technologies like fire suppression systems and SCADA will be implemented in the tunnel.
• The 400 mm concrete wall inside the tunnel will prevent collisions by ensuring traffic stays in their designated lanes.
• Lay-by facilities, allowing vehicles to park temporarily in case of faults, will be available every 500 meters, with seven lay-bys planned in total.
• Four lay-bys have already been constructed on both sides of the tunnel.

Mukhyamantri Matsya Sampada Yojana

• The Uttarakhand government has introduced the ‘Mukhyamantri Matsya Sampada Yojana’ to boost fisheries in the state, recognizing the need for support in hilly areas where the central scheme lacks incentives for fish farmers.
• Under this scheme, fish farmers will receive a 5% interest subsidy on loans for constructing ponds and other fish farming infrastructure. This includes a 3% state government subsidy and a 2% central scheme subsidy.
• The scheme aims to involve 4,000 people in fish farming over five years, with a focus on integrating women’s groups into the business. Women’s groups will also be eligible for up to a 50% subsidy for fish farming.
• Fish farmers will receive insurance coverage of ₹1 lakh, with 90% of the premium covered by the state government. Additionally, trout fish seed production will be localized within the state.

Suraj Panwar from Uttarakhand made headlines by winning the gold medal in the 20 km race walking event at the 37th National Games held in Goa on October 30, 2023. He completed the race in an impressive time of one hour and 27 minutes, securing the first gold medal in athletics for Uttarakhand at this event.

Chief Minister Launches Vigilance Week in Uttarakhand

On October 30, 2023, Uttarakhand Chief Minister Pushkar Singh Dhami inaugurated the 'Oppose Corruption, Be Dedicated to the Nation' programme as part of Vigilance Week. During the event, he announced the creation of 103 new posts within the Vigilance Department to enhance its capacity.

• Chief Minister Dhami emphasized the need for a team of surveillance and technical experts to improve the functioning of the Vigilance Department effectively. He called for regular awareness campaigns during Vigilance Awareness Week to promote a corruption-free Uttarakhand.
• The Chief Minister directed Vigilance Department officials to submit bi-monthly reports on anti-corruption efforts and urged all departmental secretaries to monitor their departments regularly to eradicate corruption. Cabinet Meeting Approves 27 Proposals to Boost Livelihoods, Environment, and Employee Benefits in Uttarakhand

In a recent cabinet meeting chaired by Uttarakhand Chief Minister Pushkar Singh Dhami on October 30, 2023, 27 out of 30 proposals were approved, aimed at enhancing livelihoods, environmental protection, and employee welfare in the state.

One of the notable initiatives includes a scheme to link 1,600 types of herbs with livelihoods in 12,000 van panchayats (forest councils), promoting sustainable income sources for local communities.

Environmental Initiatives

• The cabinet approved plans to promote solar heaters and remove junk vehicles emitting harmful smoke from the roads.
• A scrap policy for vehicles was also endorsed, offering discounts on new vehicle purchases for those selling junk cars.
• Vehicles older than 15 years will be scrapped in the state, with a 15% discount for commercial vehicles and 25% for private vehicles on new purchases.
