Sara to Beautify the Streams and Water Sources of Uttarakhand

On October 2, 2023, Anand Vardhan, the Additional Chief Secretary of the Uttarakhand government, announced plans to create a unified agency dedicated to preserving and reviving the rivers and crevices that are integral to the culture and tradition of Uttarakhand. This initiative involves the formation of the Springshed and River Rejuvenation Agency (SARA) at the government level.

Key Points

  • The unified agency will streamline the efforts of various departments working on the conservation of naule-dhars (traditional water sources).
  • Once SARA is established, a high-power committee will be formed at the state level, along with district-level executive committees and village-level dhara-naula conservation committees.
  • These committees will map rain-fed rivers and streams across the state, identifying sensitive water sources and planning conservation activities.
  • Proposed activities include building check dams, planting trees for rainwater conservation, and constructing chawls and skins (traditional water retention structures).
  • Public involvement in these conservation efforts will be encouraged.
  • Uttarakhand is home to a vast network of 213 rivers, including glacier-fed and rain-fed rivers, which are crucial for irrigating the plains of North India.
  • However, approximately 12,000 water sources in the state have dried up, raising concerns about the future water supply.

Formation of Unified Agency for River Conservation

  • Various departments in Uttarakhand, including forest, planning, finance, agriculture, rural development, and NGOs, have been working individually to save rivers but without significant success.
  • Concerns about this issue were previously raised by Chief Secretary Dr. SS Sandhu, leading to the idea of a unified agency for the conservation and revival of streams and water bodies.
  • The initiative to form this agency has now begun, with the aim of improving water conservation efforts in a more coordinated manner.

Bullet Recovery Box

Background:

  • Bullet Recovery Box Overview:
  • This innovative equipment addresses the time-consuming process of ballistic investigations conducted after shooting incidents. Traditionally, police recover empty shells and suspected firearms from crime scenes and compare them to determine the weapon used.
  • Challenges in Ballistic Investigations:
  • In cases where the weapon is not found at the scene, alternative firearms are tested based on suspect information. The ballistic investigation involves checking the unique markings left on bullets by the barrels of firearms, which serve as scientific 'signatures.'
  • Traditional Methods:
  • Previously, these tests were conducted using cotton-filled boxes, which were time-consuming and produced unclear results due to cotton fibers obscuring the bullet markings. Multiple firings were often necessary to achieve accurate results.
  • The Bullet Recovery Box Advantage:
  • The new box, developed by Priority Solution in Mohali, uses water instead of cotton and includes technology to reduce bullet velocity. This allows for rapid recovery of bullets and precise results within 30 seconds.
  • Company Statement:
  • Gurusevak Singh, MD of Priority Solution, noted that their water-filled bullet recovery box is the first of its kind in India and is more advanced than similar technologies used in other countries.
