Uttarakhand's Proposal for Strategic Tunnels on the India-China Border

The Uttarakhand government has proposed the construction of three strategic tunnels to connect two Indo-Tibetan Border Police (ITBP) posts, Jolingkang in Pithoragarh and Lapthal in Chamoli, along the India-China border. Currently, the distance between these posts is 490 km, but with the proposed tunnels, it could be reduced significantly to 42 km.

The proposal aims to enhance transportation for local residents, the army, and border security forces such as the Sashastra Seema Bal (SSB) and ITBP, as well as to promote tourism in the region. The project is seen as vital for the economic development of the state, preventing migration, and maintaining human activities in border areas.

The details of the proposed tunnels are as follows:

• First Tunnel (5 km): This tunnel will connect Jaulingkang in the Beas Valley to Bedang in the Darma Valley, significantly reducing the distance by 161 km. It will link existing roads and facilitate easier access through the snow-covered Shimla Pass, where road construction is challenging.
• Second Tunnel (22 km): Connecting Sipu and Tola, this tunnel will link Darma Valley and Johar Valley, overcoming the difficulties posed by the snow-covered terrain that makes road construction impractical.
• Third Tunnel (30 km): This tunnel will connect Milam in Pithoragarh to Lapthal in Chamoli, linking Johar Valley and Lapthal. Similar to the other proposed tunnels, this route is hindered by year-round snow, making road construction difficult.

‘Chaurasi Kutiya’ to Be Developed as a Heritage Tourist Destination

Chaurasi Kutiya, a historical site in Swargashram, Rishikesh, is set to be developed into a heritage tourist destination. The HCP Design Management Company will create the master plan for this project.

• Connection to the Beatles : Chaurasi Kutiya, associated with Maharishi Mahesh Yogi, gained fame when members of the Beatles band, including John Lennon, Paul McCartney, George Harrison, and Ringo Starr, visited in 1968 for meditation. They stayed in cottage number nine, where they composed around 40 songs during their four-month stay.
• Historical Background : In 1961, Maharishi Mahesh Yogi established Chaurasi Kutiya Ashram on 7.5 hectares of forest land in the Rajaji Tiger Reserve, constructing 140 domed cottages and 84 small meditation yoga cottages. The forest land was leased for about 40 years.
• Government Plans : The government now aims to develop Chaurasi Kutiya as an International Heritage Tourism Destination. Since it is located within the Rajaji Tiger Reserve, necessary permissions will be obtained from the Ministry of Environment and Forests.

Haridwar-Rishikesh Ganga Corridor to be built on the lines of Kashi Vishwanath, Mahakal

On August 3, 2023, the Uttarakhand cabinet approved the proposal to build the Haridwar-Rishikesh Ganga Corridor on the lines of Kashi Vishwanath, Mahakal. Along with this, the cabinet has also approved the selection of the planning company for making the master plan of the Ganga corridor.

Chief Secretary Dr. SS Sandhu informed that Haridwar and Rishikesh cities are being redeveloped. For this Haridwar-Rishikesh Ganga Corridor project will be prepared.

Sridev Suman University Bans Re-Admission of PG Students

• According to the admission rules, students who have passed a PG examination in one subject at Sridev Suman University will not be allowed to enroll in M.A., M.Sc., or M.Com programs in any other subject under any circumstances. This policy contradicts the flexibility offered by the new education policy, which allows students to choose main subjects and elective subjects of their choice, even if there is a gap in their studies. For instance, if a student completes an M.A. in Hindi, they will not be permitted to pursue an M.A. in History or Political Science at Sridev Suman University.
• It is important to note that such a restriction is not in place at other universities in the state or country, including Garhwal Central University, where students are allowed to pursue PG programs in different subjects from the same university.

Notable Case: The Murder of Preeti

• The case that led to this recognition involved the brutal murder of Preeti by her brothers Kuldeep and Arun, and cousin Rahul, in Khanpur, Haridwar, on May 18, 2018.
• The murder was committed using an axe and a shovel, following a family dispute.

Investigation and Charges

• Preeti’s husband, Brijmohan, filed a complaint, leading to an investigation headed by Bhagwan Singh, who was the station chief in Khanpur at the time.
• Bhagwan Singh expedited the investigation, and the charge sheet was submitted to the court on August 13, 2018.

Court Proceedings and Verdict

• Thanks to the evidence gathered, witness testimonies, scientific evidence, and strong legal arguments, the accused were tried in court.
• On the basis of the evidence collected by them, the witnesses presented on time, scientific evidence and solid pleading, the accused Kuldeep, Arun, and Rahul were sentenced to death by the Honorable Additional Sessions Judge, Laksar, Haridwar under section 302 Bhadvi, which deals with the rarest of rare crimes, and were also fined.

Global Investors Summit: Target to bring Investment of Rs 2.5 lakh crore from the summit

On August 17, 2023, Chief Minister Pushkar Singh Dhami presided over a meeting of the Chief Minister’s Advisory Group concerning the upcoming Global Investors Summit scheduled for December. During this meeting, the Chief Minister set an ambitious investment target of Rs 2.5 lakh crore for the summit.

• To achieve this goal, the Chief Minister emphasized the importance of laying the groundwork for approximately Rs 25,000 crore in investments before the summit. He also highlighted the need to encourage investment in hilly areas to create job opportunities and curb migration from these regions.
• The Chief Minister assured that the approval process for setting up industries in the state would be streamlined, with fixed timelines for granting permissions to investors. Action plans were discussed during the meeting to promote industrial investment, boost employment, and enhance the state’s economy. Suggestions from industry stakeholders were welcomed to identify better strategies for attracting investment.
• CM Dhami also pointed out the availability of a peaceful environment and skilled human resources in Uttarakhand, inviting investors to specify their requirements for skilled manpower. The government would ensure proper training for the youth in these areas. He mentioned the forthcoming Amritsar-Kolkata Industrial Corridor, which would facilitate industrial activities.
• To promote exports, a State-of-the-Art Integrated Container Depot has been established, and a logistics policy has been implemented to enhance infrastructure development. Investors proposed various suggestions for the summit, including the creation of a land bank for investment, promotion of herbal cultivation, surveying existing industries, establishing a research centre in Uttarakhand, and developing an investment plan rooted in contemplation and spirituality.

Kartik Swami Temple to be Connected by Ropeway

On August 20, 2023, Uttarakhand's Tourism Secretary, Sachin Kurve, announced plans for a ropeway to facilitate easier access to the Kartik Swami Temple. A pre-feasibility survey has already been conducted for this project, and additional facilities will be provided along the pedestrian path leading to the temple.

• The Kartik Swami Temple, dedicated to Lord Kartikeya, is the only one of its kind in North India and is located on Kraunch Mountain in the Rudraprayag district. To make it more accessible for devotees, a 1.4 km long ropeway will be constructed from Kanakchauri, the base point of the temple, to Kartik Swami. Officials expect to finalize the Detailed Project Report (DPR) for the ropeway by September.
• Devotees visit the Kartik Swami Temple year-round to seek blessings from Lord Kartikeya, who is revered by over 360 villages in the Chamoli and Rudraprayag districts. Currently, reaching the temple requires a 4 km walk from Kanchauri, but the new ropeway will significantly reduce this journey time to just 10 minutes.
• Shatrughan Singh Negi, President of the Kartik Swami Temple Committee, highlighted that the availability of facilities along the route will not only enhance the pilgrimage experience but also boost local employment opportunities.
• To further improve accessibility, a new road from Chandrapuri-Bajbadu-Kartik Swami has been approved, making the journey to Lord Kartikeya's temple even easier. The Public Works Department's Ukhimath Division will soon conduct a survey of this route.

Sharma, an Assistant Superintending Archaeologist from the Dehradun Circle of the Archaeological Survey of India (ASI) in Uttarakhand, announced that the mysteries behind ancient inscriptions found in the renowned Jageshwar Dham in Almora and Badrinath in Chamoli are set to be uncovered soon. The ASI has reached out to the Epigraphy Branch in Lucknow for assistance in this matter.

• The ancient script, which is engraved on the walls of several temples including the Mahamrityunjaya temple in Jageshwar Dham, has yet to be translated. Two large inscriptions from the Mahamrityunjaya temple are currently housed in the Archaeological Museum, but their script remains a puzzle. Similarly, the inscriptions in Badrinath Dham are also shrouded in mystery as the ancient script has not been deciphered.
• In light of this, K.B. Sharma has requested the Epigraphy Branch to send a team of experts to translate the ancient scripts found in the inscriptions at Jageshwar and Badrinath Dham. Once the research is completed, the ASI plans to publicly display the translations in Hindi and English.
• Some inscriptions from Jageshwar Dham have been translated by Dr. D.C. Sarkar and published in his book "Indica," but the main inscriptions remain untranslated. The ASI had previously contacted the Epigraphy Branch for this translation work, and although there were delays, it is now anticipated that the expert team will visit soon.

Mukhyamantri Sashakt Bahna Utsav Yojana

On August 22, 2023, Uttarakhand Chief Minister Pushkar Singh Dhami approved the Mukhyamantri Sashakt Bahna Utsav Yojana, aimed at empowering women’s groups by providing them with a broad market for their products.

• The scheme intends to organize exhibitions of locally made products by women’s groups in every development block, creating marketing opportunities for them.
• Currently, over 37,000 women’s groups are producing various items in the state, but they often struggle to find the right market.
• By facilitating block-level sales, the initiative aims to give these products a new identity and ensure proper marketing channels.

Draft of UCC ready, will be implemented soon

• On the same day, Chief Minister Pushkar Singh Dhami announced that the draft for the Uniform Civil Code (UCC) in Uttarakhand has been prepared by the committee constituted for this purpose.
• The draft will be presented in the assembly session after government approval.
• If approved, Uttarakhand will be the first state in India to implement the UCC.
• The committee, chaired by retired Justice Ranjana Prakash Desai, gathered input from over two lakh people from various communities and castes in the state over a year and a half.

Dependents will get ` 2 lakh on death of PRD Jawans during duty

On August 24, 2023, in the Uttarakhand cabinet, Chief Minister Pushkar Singh Dhami has approved the proposal to amend the welfare fund rules applicable to PRD jawans due to which the amount of one lakh received on the death of a jawan in the line of duty in communal riots has now been increased to two lakh rupees. At the same time, the amount of scholarship given to the children of soldiers has also been increased.

In the cabinet proposal, it was said that the announcement was made by the Chief Minister to

make the assistance given to the volunteers of Prantiya Rakshak and Vikas Dal more useful.

According to the announcement of the Chief Minister, PRD jawans working in all departments of the state government will be given the benefit of social security insurance like home guards. For this, the consent of the Finance and Justice Department has been taken for amendment in the Welfare Fund Rules.

These proposals were approved:

• Dependents will get Rs 1.5 lakh instead of Rs 75 thousand in case of death during special risk duty.
• In case of death while on normal duty or traveling, instead of Rs 50,000, one lakh rupees will be given.
• On permanent disability, half of the admissible amount will be given for higher category and one-fourth of the admissible amount on serious injury.
• Dependents will get a maximum of one lakh rupees on death during treatment.
• Ten thousand rupees will be given for cremation on death.
• The soldiers who have served 3650 days will get one lakh rupees if they are removed from service due to any reason.
• All jawans will be insured.
• PRD jawan will get 50 thousand for loss due to disaster during duty and training.
• Dependent students of unpaid members will get a scholarship of Rs 250 per month for the best 10 children on passing high school first class.
• 1000 rupees per month scholarship will be given to 10 children who have passed class 12th in first division.
• On admission to MBBS or engineering college and other courses, a scholarship of Rs 2,000 per month will be given for the duration of the course.

MBBS Students in Uttarakhand Can Now Study in Hindi

On August 28, 2023, during the convocation ceremony at Hemwati Nandan Bahuguna (HNB) Medical Education University in Dehradun, Uttarakhand, Prof. (Dr.) Hem Chandra, the Vice-Chancellor, announced that MBBS students will have the option to study in Hindi starting this year.

• This is a first for the state, aiming to make medical education more accessible to students who prefer learning in Hindi.
• A committee has been formed to oversee this initiative, ensuring that subjects are taught in colloquial Hindi. For example, terms like "liver" will be used in their English form.

• HNB Medical University, which has expanded significantly from its humble beginnings, is now situated on 92 bighas of land in East Hopetown, Selaqui.
• The government has also signed memorandums of understanding for the employment of 5,000 nursing graduates in three countries.

Announcements by Uttarakhand Health Minister for Medical Students

During the same event, Uttarakhand State Health Minister Dr. Dhan Singh Rawat made several important announcements for medical students :

Uttarakhand Set to Appoint Lokayukta Soon

• Committee Formation : A senior official from the Personnel and Vigilance Department has confirmed that the Lokayukta appointment process is underway. The selection committee's role is crucial in identifying potential candidates for the Lokayukta position.
• High Court Directive : The Nainital High Court has mandated the Uttarakhand government to appoint a Lokayukta within three months, highlighting the urgency of the matter.
• Selection Committee Members : The selection committee will include the Chief Minister, the Speaker of the Assembly, the Leader of the Opposition, the Chief Justice of the Uttarakhand High Court (or a nominated judge), and an eminent jurist nominated by the Governor.

Mukhya Mantri Khiladi Protsahan Yojana

Launch of the Scheme : On August 29, 2023, coinciding with National Sports Day, Chief Minister Pushkar Singh Dhami introduced the 'Mukhyamantri Khiladi Protsahan Yojana' in Uttarakhand. During the launch, he also distributed cheques of Rs 2,000 each to several sportspersons.

Beneficiaries : The scheme aims to support 2,600 players aged 14 to 23 years from Uttarakhand. Specifically, it will benefit 100 players each in the boys' and girls' categories from every district in the state.

Financial Assistance : Each selected player will receive a monthly scholarship of Rs 2,000 and an annual allowance of Rs 10,000 for purchasing sports equipment.

• A 200-bed hostel will be built for athletes at Maharana Pratap Sports College in Dehradun.

State’s Third Science Centre to Be Established in Champawat

The Indira Gandhi Agricultural University has been recognized by the Government of India for its outstanding research on citizen-centric services.

Following Chief Minister Dhami's announcement, the Revenue Department has transferred 98 nali of land on Gaudi Marg to the Science and Technology Department for the centre's construction.

Rs 35 lakh has been allocated for the Detailed Action Plan Report for the Science Centre, with Delhi’s Mathur & Kapre agency chosen to prepare it.

The centre will benefit students and youth from Champawat, Udham Singh Nagar, and Pithoragarh districts, aiding their preparation for competitive examinations.

The proposed centre will include a planetarium, auditorium, innovation hut, and science park, hosting various scientific activities.

Fun science and theme-based galleries will also be part of the centre, enhancing learning experiences.

Mandatory Registration for Wellness, Yoga & Panchakarma Centres in Uttarakhand

On August 8, 2023, Dr. Pankaj Kumar Pandey, the AYUSH Secretary of Uttarakhand, announced that wellness, yoga, and panchakarma centres in the state must now register officially. The Department of AYUSH has established new rules and standards for these centres, ensuring they operate within specific guidelines.

• Free Registration for First Year: Centres can register without any fee for the first year.
• Renewal Fee: After the first year, a renewal fee of Rs 200 will be applicable.
