Selection of Two Women Sarpanches of the State for Swachh Sujal Shakti Samman-2023

On March 1, 2023, it was reported that Sarpanch Kavita Devi from Bageshwar district and Sarpanch Nikita Chauhan from Dehradun have been recognized as Open Defecation Free (ODF) by the Department of Drinking Water and Sanitation under the Ministry of Jal Shakti, Government of India. They have been selected for the Swachh Sujal Shakti Samman 2023 due to their exceptional efforts in creating ODF plus model villages.

Uttarakhand's First Heli Ambulance Service to Launch in April

In Uttarakhand, the inaugural Heli Ambulance pilot project is set to commence at AIIMS Rishikesh by the end of April 2023. There are indications that Prime Minister Narendra Modi may inaugurate this project.

Details of the Heli Ambulance Service

• Partnership: The Heli Ambulance service will be a joint effort between the Central and Uttarakhand governments, with a 50-50 partnership.
• Contract: The Union Aviation Ministry has contracted a company to operate the Heli Ambulance service.
• Coverage: The service will cover areas within 100 km from Uttar Pradesh and throughout Uttarakhand.
• Service Capacity: The contracted company is expected to provide Heli Ambulances for 45 injured individuals and patients per month.
• Helicopter and Medical Resources: The company will supply a single-engine helicopter to AIIMS Rishikesh, equipped with medical resources.
• Standard Operating Procedure: AIIMS is in the process of preparing a Medical Standard Operating Procedure (SOP) for the Heli Ambulance operations.
• Trial Run: A trial run of the Heli Ambulance is planned, and the service will be officially launched after receiving approval from AIIMS administration.

Benefits of the Heli Ambulance Service

Uttarakhand Increases Subsidy for Solar Power Projects

• The Uttarakhand government has revised the guidelines under the 'Chief Minister Solar Self-Employment Scheme' to encourage youth participation in self-employment through solar power projects. 
• Now, individuals can set up projects up to 200 kW, with an increased subsidy ranging from 15 to 40 percent.

Previous Limitations and Changes

• Initially, the scheme allowed projects only between 20 to 25 kW with a subsidy of 15 to 25 percent.
• Due to low enthusiasm, with only 120 projects initiated against a target of 10,000, the government decided to amend the rules.

New Provisions

• The cost of setting up solar power projects has been increased from Rs 40,000 per kW to Rs 50,000 per kW.
• Projects of 50 kW, 100 kW, and 200 kW are now eligible under the scheme.
• The revised guidelines aim to boost interest among the youth in the Mukhyamantri Saur Swarozgar Yojana.

• Women Safety Watchdog: Individuals or groups who report incidents of mental and physical violence against women and children will be recognized as Women Safety Watchdogs. The government will honor these watchdogs on special occasions.
• Reward for Reporting Child Marriage: A cash reward of ₹10,000 will be given to individuals or institutions who report or attempt to stop child marriage.

• On March 2, 2023, the Uttarakhand Government approved the Uttarakhand Contract Labor (Regulation and Abolition) (Amendment) Rules, 2023. 
• Under these new rules, contractors providing services to workers in Uttarakhand and establishments availing of these services will be required to obtain a license from the Labor Department within 20 days. 
• The rules also stipulate that if an online application for the registration of establishments is submitted with the relevant records and proof of the pre-determined fee on the official website, and the Labor Department does not make a decision within 20 days, the application will be automatically considered registered. 

Three-Day Vasantotsav Begins in Uttarakhand

• The three-day Vasantotsav in Uttarakhand was inaugurated by Governor Lt. Gen. Gurmeet Singh (Retd) and Chief Minister Pushkar Singh Dhami on March 3, 2023, at the Raj Bhavan complex in Dehradun.
• During the event, Governor Lt. Gen. Gurmeet Singh (Retd.) launched a toll-free farmers' helpline number (18003135685) to address farmers' issues and released a book titled 'Dry Floral Commercial' along with a short film on Nakshatra Vatika. The Postal Department also released a special postal cover of Timru and inaugurated a postage stamp exhibition.
• Chief Minister Pushkar Singh Dhami emphasized that Vasantotsav promotes a connection with nature and encourages environmental protection. The festival aims to showcase and promote agricultural and horticultural products from Uttarakhand.
• The cultural evening featured performances by school children and cultural artists, showcasing folk dances such as Jhumelo, Chhapeli, Chanchari, Tandi, and Harul. Rudraprayag and Tehri: Top Landslide-Prone Districts in India

On March 6, 2023, Dr. D.P. Doval, a former scientist at the Wadia Himalayan Ground Science Institute, discussed the landslide map report released by the National Remote Sensing Center (NRSC) of ISRO. This report highlighted that Uttarakhand, particularly Rudraprayag and Tehri districts, is among the most landslide-affected areas in the country.

• Current Concerns: While Rudraprayag and Tehri are facing severe landslide risks, other districts like Chamoli (notably Joshimath), Uttarkashi, Pauri, and Dehradun are also under scrutiny. Satellite images have ranked these districts, with Uttarkashi at 21st, Pauri at 23rd, and Dehradun at 29th in terms of landslide risk.
• Landslide Density: Rudraprayag has the highest landslide density in the country, indicating a significant risk of social and economic damage. Tehri district is in a similar position. Despite being geographically smaller, the landslide density in these districts is alarming.
• National Ranking: According to the atlas, Rudraprayag and Tehri are the top two districts in India at risk for landslides. In contrast, Haridwar and Udham Singh Nagar are among the least sensitive districts in the state.
• Broader Implications: The NRSC's analysis includes 11 districts from Himachal Pradesh, with Mandi district posing the greatest landslide threat in the state. Among the Himalayan states, districts in Jammu and Kashmir are also at risk, with Rajouri and Poonch being particularly vulnerable.
• Landslide Risk in Kerala: Kerala has 10 districts identified as sensitive to landslides, with three districts being among the most at risk. Dr. D.P. Doval emphasized the need for detailed studies in the entire Himalayan region to assess the actual impact of landslides and guide policymakers in planning and mitigation efforts.

 Cath Labs to be Established in All Government Medical Colleges in Uttarakhand 

• Announcement by Chief Minister: On March 7, 2023, during a program at Seva Sadan in Dehradun on Jan Aushadhi Diwas, Uttarakhand Chief Minister Pushkar Singh Dhami announced the establishment of Cath Labs in all government medical colleges across the state.
• Enhancements in Medical Facilities: The Chief Minister also stated that MRI and CT scan facilities would be made available in all districts, medical colleges, and hospitals in Uttarakhand. Additionally, efforts will be made to address the shortage of technicians in these areas.
• Recognition of Individuals: During the event, Dr. Puneet Dhamija, Mukul Agarwal, and Kusum Goyal were honored for their exceptional work in the Jan Aushadhi scheme in 2022-23.
• Support for Jan Aushadhi Kendra’s: State Health Minister Dr. Dhan Singh Rawat mentioned that the government is providing financial assistance of five lakh rupees for each Jan Aushadhi Kendra being established in the state. So far, 225 Kendra’s have opened, with a target of 400.
• Empowerment through Jan Aushadhi Yojana: The Chief Minister highlighted that the Jan Aushadhi Yojana has become a significant medium for both service and employment, benefiting both men and women. Notably, there are over a thousand Jan Aushadhi Kendra’s run solely by women, contributing to their empowerment and self-reliance.

Health and Wellness Centers in Uttarakhand

In Uttarakhand, 70 health and wellness centers have been set up with the support of the central government under the Ayushman Yojana. These centers offer a range of services including Yoga, Ayurveda, and Panchakarma. Additionally, facilities for lab testing and Jan-Aushadhi Kendra have been integrated into these centers to enhance medical services for the general public.

Chief Minister Single Women Empowerment Self Employment Scheme

On March 7, 2023, the Chief Minister of Uttarakhand announced the "Mukhyamantri Ekal Mahila Sashakt Swarozgar Yojana" aimed at empowering single women by providing them with self-employment opportunities in their villages.

• Eligibility Criteria: Women aged between 25 to 45 years who are single, widowed, abandoned, divorced, or victims of crime and acid attacks are eligible. The monthly income of the applicant should not exceed Rs 6000, and they should not be employed in any organized sector or receiving government pensions, except for specific cases like widows and disabled individuals.
• Objectives: The scheme aims to strengthen the economic status and improve the living standards of women by providing them social security and self-employment opportunities.
• Financial Details: A corpus fund of Rs 50 lakh has been established for this scheme, with proposals to increase it in the Cabinet. Women will receive a 50 percent subsidy on project costs ranging from Rs 50,000 to Rs 2 lakh.
• Loan and Grant Structure: Initially, 50 percent of the loan and 25 percent of the grant will be disbursed before the project starts. The repayment of the loan will commence three months after the project initiation. After successful repayment over 12 months, loans at 1 percent interest for 25 percent subsidy will be provided as the second installment.
• Business Opportunities: Eligible women can venture into various self-employment businesses such as horticulture, agriculture, poultry, animal husbandry, fisheries, and food processing, among others.

Inauguration of Famous Maa Purnagiri Fair

On March 9, 2023, Chief Minister Pushkar Singh Dhami inaugurated the three-month-long Maa Purnagiri Mela, a significant event attracting millions of devotees.

• Importance of Maa Purnagiri Temple: The temple, located at an altitude of 3000 meters in the Tanakpur region of Champawat district, is considered a Shaktipeeth and one of the 108 Siddhapeeths. It is believed to be the site where the navel of Sati Mata fell, adding to its spiritual significance.
• Historical and Cultural Significance: During the six-month Chardham Yatra, approximately 50 lakh devotees visit Purnagiri Dham, with 35 lakh devotees visiting during the three-month fair period. The temple, situated near the Sharda River, is also known for its miraculous happenings and draws devotees for its spiritual allure.

38th National Games to Be Held in Uttarakhand

Uttarakhand has been chosen to host the 38th National Games in 2024, as announced by D.K. Singh, General Secretary of the Uttarakhand Olympic Association, on March 12, 2023. 

• This decision was made during a meeting of the Indian Olympic Association (IOA) in Haldwani, chaired by P.T. Usha. Initially, Chhattisgarh also expressed interest in hosting the National Games, but the IOA awarded the event to Uttarakhand.
• The meeting of the IOA not only focused on the upcoming National Games but also discussed various aspects of sports development in the country. During this meeting, it was confirmed that the 37th National Games would take place in Goa in September-October of this year. Additionally, the IOA appointed Alaknanda Ashok, Joint Secretary of the IOA, to assess the preparations for the National Games in Uttarakhand.
• It is worth noting that after Kerala hosted the National Games in 2015, Goa and Uttarakhand were slated to organize the games next. However, both states faced delays in their preparations, leading to the postponement of the events. The 36th National Games were originally awarded to Goa, the 37th to Chhattisgarh, and the 38th to Uttarakhand in 2014. However, due to Goa's withdrawal and the incomplete preparations in Chhattisgarh and Uttarakhand, the National Games were further delayed.
• To address the ongoing delays, Rajeev Mehta, the then President of the IOA and a resident of Haldwani, facilitated the organization of the National Games in Gujarat in September 2022. This decision was made after consultations with the Government of India and the Government of Gujarat, highlighting the need to expedite the hosting of the National Games.

Free Travel for Brave Women and Gallantry Award Recipients in Uttarakhand

In Uttarakhand, a new order allows 1,130 brave women and 1,727 soldiers and ex-servicemen who have received gallantry awards to travel for free on state-run buses. 

• This initiative, announced by Military Welfare Secretary Deependra Kumar Chaudhary, aims to honor these individuals for their service and sacrifice.
• The order specifies that the Uttarakhand Transport Corporation will cover the travel expenses, which will be reimbursed by the Military Welfare Department. A proposal is being prepared to ensure budget arrangements for this initiative.
• The highest number of brave women, known as Veer Naris, is in Pithoragarh district, where there are 203 such women. These include 185 widows of martyred soldiers, 17 junior commissioned officers (JCOs), and one officer. Other districts with notable numbers of Veer Naris include Almora, Bageshwar, Champawat, Chamoli, Dehradun, Haridwar, Lansdowne, Nainital, Pauri, Rudraprayag, Tehri, Udham Singh Nagar, and Uttarkashi.
• The state is also home to 1,727 soldiers and ex-servicemen who have received various gallantry awards, including the Mahavir Chakra, Vir Chakra, Kirti Chakra, Shaurya Chakra, and Sena Medal, for their exceptional bravery and service to the nation.

IIT Roorkee Unveils Innovative Antibacterial Molecule

Researchers at IIT Roorkee, Uttarakhand, have made a significant breakthrough by discovering a unique antibacterial molecule known as IITR 00693. 

• This molecule has the potential to not only prevent infections caused by Staphylococcus aureus and Pseudomonas aeruginosa bacteria but also combat drug resistance when used in conjunction with existing drugs.
• The research, published in the esteemed American Chemical Society Journal ACS Infectious Diseases, involved a team of experts including Ashish Kothari and Balram Umar from Rishikesh AIIMS, Varsha Gupta from Government Medical College and Hospital, Chandigarh, and researchers Mehak Saini and Amit Gaurav from IIT Roorkee. Led by Professor Ranjana Pathania from the Department of Biosciences and Bioengineering at IIT Roorkee, the team is now focused on developing this molecule as a therapeutic agent, with plans for clinical trials in the near future.
• The IITR 00693 molecule shows promise against both Gram-positive and Gram-negative bacteria and is expected to be effective in treating infections in the lungs, intestines, joints, and skin, especially when used alongside other antibacterial medications. This innovation aims to address drug resistance issues in treating severe infections in vulnerable body parts and skin.

Uttarakhand Solar Energy Policy- 2023

The Uttarakhand Solar Energy Policy - 2023 aims to generate 2500 MW of electricity by December 2027, creating new job opportunities in the solar energy sector and enhancing the livelihoods of local villagers.

• The policy allows for the installation of solar power projects on both government and private land for private use or third-party sale.
• It also permits the establishment of solar power projects outside the state, ensuring that UPCL (Uttarakhand Power Corporation Limited) meets its mandatory solar energy purchase requirements.
• To promote local employment, the policy mandates that 70% of the workforce for solar projects on government land must be local youth.
• The policy includes provisions for green tariffs, virtual net metering, and group net metering to facilitate access and monitoring of solar energy projects.
• UREDA (Uttarakhand Renewable Energy Development Agency) has been entrusted with increased responsibilities, including the establishment of a solar policy cell to streamline project approvals and the creation of a land bank for potential solar project sites.

Air Force Conducts Exercise at Chinyalisour Airport

• A three-day exercise by the Air Force commenced on March 13, 2023, at Chinyalisour airport in Uttarkashi district, Uttarakhand, near the India-China border. The exercise involves practicing the landing and take-off of the AN-32 multi-purpose aircraft. Although this is not the first time the AN-32 has been operated at Chinyalisour, it marks the first exercise of the year.
• Chinyalisour airport holds strategic importance due to its location along the India-China border. The Indian Air Force aims to establish this airport as an Advance Landing Ground (ALG) and conducts regular exercises to familiarize its aircraft with the site.
• The AN-32, also known as Antonov-32, is a twin-engine military transport aircraft acquired by the Air Force from the Soviet Union. It is capable of operating in extreme temperatures and high altitudes, carrying a crew of five and up to 50 passengers. The aircraft is equipped with advanced navigation systems, including GPS and radar.

Budget for 2023-24

On March 15, 2023, Uttarakhand's Finance Minister, Premchand Aggarwal, presented a budget of ₹77,407.08 crores for the year 2023-24, focusing on employment, investment, and tourism.

• Gold Medal in 20 km Walk Race: Manshi Negi from Majothi village in Chamoli district won the gold medal in the 20 km walk race at the 82nd All India Inter University Athletics Competition held in Tamil Nadu. She completed the race in one hour and 41 minutes, outperforming her competitors.
• Previous Achievements: Manshi Negi had previously won the gold medal in the under-20 women's 10,000-meter walk race at the 37th National Junior Athletics Championship in Guwahati, setting a new national meet record of 47:30:94 minutes.

Dronacharya, Khel Ratna, and Lifetime Achievement Awards in Uttarakhand

On March 20, 2023, Uttarakhand Sports Director Jitendra Kumar Sonkar announced that for the years 2019-20, 2020-21, and 2021-22, three sports coaches from Uttarakhand will receive the Devbhoomi Uttarakhand Dronacharya Award, and three players will be honored with the Devbhoomi Uttarakhand Khel Ratna Award, along with other awards.

Uttarakhand Cabinet Approves Excise Policy 2023-24

Approval of Excise Policy 2023-24 On March 20, 2023, during a cabinet meeting led by Uttarakhand Chief Minister Pushkar Singh Dhami, the Uttarakhand government approved the Excise Policy 2023-24 for the state.

• Key Features of the New Excise Policy1. Price Regulation : Licenses of those selling liquor above the maximum retail price (MRP) will be suspended. Repeated violations will lead to license revocation. 2. Packaging Changes : Country liquor will now be sold in tetra packs instead of glass to prevent adulteration. 3. On March 22, 2023, during a workshop organized by the Uttarakhand State Disaster Management Authority (USDMA), Ronen Daniel, CEO of Utimaco Company, highlighted the potential of cell broadcast technology for rapid disaster alerts. 

• This technology is particularly relevant for disaster-prone areas like Uttarakhand, where it can significantly reduce the impact of events such as cloudbursts, lightning, avalanches, and landslides.
• Cell broadcast technology works by sending alerts to all mobile phones in a potential disaster area, even when the network is down. This system can disseminate CMAS alerts, which are considered the best standard globally for issuing emergency alerts.

How Cell Broadcast Technology Works

• When a disaster alert is issued, a loud beeping sound, continuous vibration, and a persistent pop-up message are triggered on mobile phones in the affected area.
• This alerting system has the capability to reach millions of people within minutes and is also used for issuing meteorological warnings.

Global Adoption

• Countries like Japan, Canada, the United Arab Emirates, Israel, South Korea, the Netherlands, and members of the European Union are adopting cell broadcast technology for disaster alerts.
• In India, Andhra Pradesh has implemented this technology in areas vulnerable to tsunamis and cyclones.

Retrofit Solution Technology

Introduction

On March 22, 2023, the Retrofit Solution Technology developed by the Mechanical Cluster of the University of Petroleum and Energy Studies (UPES), Dehradun, was presented in a workshop by the Transport Department of Uttarakhand. This technology aims to reduce vehicular air pollution and extend the life of diesel vehicles older than 15 years.

How Retrofit Solution Technology Works

• The Retrofit Solution Technology utilizes a Diesel Oxidation Catalyst (DOC), a type of filter that converts harmful gases emitted from diesel engines.
• Carbon monoxide is converted into carbon dioxide, while fine particulate matter in the exhaust is trapped by the Diesel Particulate Filter (DPF).
• The DPF is cleaned using microwave ovens that burn the trapped particles.
• Additionally, Selective Catalytic Reduction (SCR) filters are employed to convert toxic nitrogen oxides into water using liquid ammonia, further reducing harmful emissions.

Emission Reduction Capabilities

• The Retrofit Solution Technology has been shown to reduce unburned carbon in diesel exhaust by up to 60 percent, convert 29 percent of carbon monoxide into carbon dioxide, and destroy up to 91 percent of fine particulate matter through combustion.

Chief Minister Pushkar Singh Dhami's Announcements:

On March 23, 2023, Chief Minister Pushkar Singh Dhami of Uttarakhand made several significant announcements during a program marking his one-year completion in office.

• Chief Minister’s Competitive Examination Transport Scheme: A new scheme has been introduced where candidates appearing for state competitive examinations will receive a 50% discount on roadways bus fares. This discount will apply to both the journey to the examination and the return trip.
• Introduction of Computer and IT Education: Computer and information technology education will be introduced in schools from class six onwards in Uttarakhand.
• Democracy Fighter Pension: Upon the death of a democracy fighter, their pension will be transferred to their widowed wife.
• City Forest Scheme: The foundation stone for the proposed City Forest Scheme at Tarla Nagar in Sahastradhara was laid, with an estimated cost of Rs 37 crore.
• Mobile Laboratory Initiative: Mobile laboratories, also known as "Lab on Wheels," will be launched in all 13 districts of Uttarakhand to benefit government school children.

Uttarakhand Khel Ratna, Dronacharya and Lifetime Achievement Award

On March 24, 2023, Chief Minister Pushkar Singh Dhami of Uttarakhand recognized the sporting talents of the state by presenting the Devbhoomi Uttarakhand Khel Ratna, Devbhoomi Uttarakhand Dronacharya Award, and Lifetime Achievement Awards for the years 2019-20, 2020-21, and 2021-22 during a Sports Awards ceremony in Dehradun.

• During the event, Chief Minister Dhami honored six sports personalities, including Indian badminton player Lakshya Sen, with prestigious awards. Additionally, 168 national-level medal-winning players and 42 coaches from 2021 and 2022 received cash prizes exceeding two crores.
• The Chief Minister emphasized the government's commitment to promoting sports in the state, including the reintroduction of the sports quota in government jobs. State Sports Minister Rekha Arya highlighted the plan for out-of-turn appointments and a four percent reservation for medal-winning sportspersons, allowing Olympic medalists to secure positions as Deputy Superintendents of Police (DSP) and Assistant Directors directly.

State Received Rs 403 Crores for Jal Jeevan Mission

On March 22, 2023, Udayraj Singh, Managing Director of the Uttarakhand Drinking Water Corporation, announced that the Union Ministry of Jal Shakti has disbursed Rs 403 crore to the state as the third installment for the 'Jal Jeevan Mission.' This initiative aims to provide tap water to every household in rural areas of Uttarakhand.

• Under the Jal Jeevan Mission, there are plans to supply tap water to a total of 14,94,375 households in the state. So far, tap water has been successfully provided to 9,95,477 households. More than 17,000 small and large projects have been initiated under this mission, for which the Ministry of Jal Shakti had previously released around Rs 800 crore in two installments.
• Udayraj Singh explained that the funds from this third installment will be utilized for work in the current financial year as well as the next, accelerating the progress of the mission. Currently, approximately 72 percent of households in the state have access to tap water, although the pace of implementation is comparatively slower.

50 Health ATMs to Be Set Up Along Travel Routes

On March 26, 2023, an agreement was signed between the Health Department and Hewlett Packard Enterprise (HPE) in the presence of Chief Minister Pushkar Singh Dhami. The aim is to install 50 health ATMs along the travel routes to enhance healthcare facilities for pilgrims visiting the Chardham Yatra in Uttarakhand.

Key Points:

• Chief Minister Pushkar Singh Dhami expressed that the installation of health ATMs will greatly benefit devotees during the Chardham Yatra.
• Ankur Malhotra, Director of Hewlett Packard Enterprise, highlighted that these health ATMs can conduct over 70 different tests.
• In addition to the tests, users can consult specialist doctors through telemedicine services available at the Health ATMs, which will operate 24 hours a day.
• HPE will oversee the Health ATMs for the initial three months, and Chief Minister Pushkar Singh Dhami is set to inaugurate the first unit on April 24, 2023.
• The Chief Minister also suggested expanding the Health ATM services to other holy sites such as Manasarovar Yatra, Baijnath Dham, Kainchi Dham, Purnagiri, and Chitai Dham, similar to the Kedarkhand initiative.

Birth Waiting Home Facility for High-Risk Pregnant Women in Uttarakhand

On March 25, 2023, Dr. R. Rajesh Kumar, the Health Secretary of Uttarakhand, announced the approval of a central government proposal to establish Birth Waiting Homes for high-risk pregnant women as part of the Maternal Health Program in the state.

Key Details:

• Birth Waiting Homes will be set up in one-stop centers and working women’s hostels across all 13 districts of Uttarakhand.
• These facilities aim to provide timely medical care to pregnant women living in remote areas and ensure their comfort before delivery.
• To promote institutional deliveries over home deliveries, Birth Waiting Homes will be utilized in community health centers in hilly districts.
• In addition, a nutrition rehabilitation center will be established in the border district of Pithoragarh to address malnutrition among children aged 1 month to 5 years.
• Malnourished and severely malnourished children will be admitted to this center for nutritional care in accordance with established standards.
• The Health Ministry has allocated a budget of 150 crores for various schemes under the National Health Mission to improve health facilities in the state.
• Mobile TB vans equipped with X-ray and TrueNet machines will be deployed in Dehradun, Haridwar, Pauri, Udham Singh Nagar, and Nainital districts for TB testing.

• Vacant posts in Community Health Center Bhupatwala will be filled through NNM to enhance healthcare services.

Dehradun District Leads in ABHA ID Creation

On March 25, 2023, Uttarakhand Health Minister Dr. Dhan Singh Rawat announced that Dehradun district is leading in the creation of Ayushman Bharat Health Accounts (ABHA IDs) in the state under the Ayushman Bharat Digital Mission Scheme.

State Mission Director and Additional Secretary of the Ayushman Bharat Digital Mission, Arunendra Chauhan, reported that over 30.61 lakh people in the state have joined the Ayushman Bharat Digital Mission by creating their ABHA IDs, which register their complete health-related details online.

Dehradun, the state capital, tops the list with 6,61,919 ABHA IDs, followed by Nainital district. The Ayushman Bharat Digital Mission, launched in Uttarakhand in 2021, is effectively digitizing the health records of the state's residents. This initiative, envisioned by Prime Minister Narendra Modi, aims to create an ABHA ID for every individual, ensuring online access to comprehensive health information, including tests and treatments.

Uttarakhand Assembly to Go Paperless

On March 27, 2023, Speaker Ritu Khanduri Bhushan announced plans to establish an e-Vidhan Sabha in Uttarakhand, similar to initiatives in Goa, Himachal Pradesh, and Uttar Pradesh. This move aims to make assembly sessions paperless and more efficient.

During a meeting with MLAs and Information and Science Technology officials, Bhushan highlighted the benefits of using information technology to save time and labor. The e-Vidhan Sabha will allow greater public participation, enabling not only MLAs but also the general public to engage in the process and express their opinions.

The e-assembly will significantly reduce paper usage, as many documents currently required for assembly work will be available electronically. This not only cuts costs but also contributes to environmental conservation by saving paper. Additionally, documents can be easily stored and accessed through the e-assembly system.

With the implementation of the e-Vidhan Sabha, all records of assembly proceedings since the formation of Uttarakhand will be digitized and stored in one place. The technology used in e-Vidhan Sabhas in Himachal Pradesh and Uttar Pradesh has been examined, and Uttarakhand's assembly will adopt a similar approach.

The Inauguration of Development Works in Uttarakhand

On 30 March 2023, Union Home and Cooperation Minister Amit Shah inaugurated the computerization of Multipurpose Primary Agricultural Credit Cooperative Societies (MPACS), Joint Cooperative Farming, Jan Suvidha Kendras, and Janaushadhi Kendras in Haridwar, Uttarakhand.

• During his address, Amit Shah highlighted that Uttarakhand was the first state in India to initiate the computerization of Primary Agricultural Credit Societies (PACS) under the leadership of Prime Minister Narendra Modi. The computerization of all 670 PACS in the state has been completed, marking a significant achievement.
• He also mentioned that the work of setting up 95 MPACS in Uttarakhand has been completed, and the state is the first to establish 95 Jan Aushadhi Kendras and Jan Suvidha Kendras under cooperative societies.
• Amit Shah emphasized the vision of “Cooperation to Prosperity” set by Prime Minister Modi, which led to the formation of a separate Ministry of Cooperatives. The computerization of all 65,000 active PACS in the country is underway, and many facilities, including 307 District Cooperative Banks, have also been computerized.
• Uttarakhand has achieved the distinction of being the first in the country in the cooperative sector by completing the computerization of 307 cooperative bank branches and 670 MPACS. This computerization is expected to bring transparency to the system and improve financial discipline through online audits.
• The Jan Suvidha Kendras will facilitate the delivery of over 300 schemes from the Central and State Governments directly to the villages, while the Janaushadhi Kendras will provide medicines at significantly reduced prices, ranging from 50 to 90 percent cheaper.
• Union Home Minister and Cooperative Minister Amit Shah has introduced the model of integrated collective cooperative farming in 95 development blocks of Uttarakhand. This initiative aims to promote cooperative farming practices in the region.

National Cooperative Initiatives

• The Cooperative Minister outlined several upcoming initiatives, including the establishment of the National Cooperative University, the formulation of a National Cooperative Policy, and the creation of a Cooperative Database. These initiatives are expected to strengthen the cooperative sector in the country.
• Multi-state cooperative societies have also been established for various purposes, including the marketing of seeds, organic farming, and the export of farmers’ produce.

Nal Se Jal Scheme

• In the near future, the Nal Se Jal (Nal Se Pani) scheme will be handed over to Primary Agricultural Credit Societies (PACS). This decision is in line with the model bylaws of the multidimensional PACS proposed by the Government of India, which allows PACS to provide water services to villages.
