Retrofit Solution Technology
Introduction
On March 22, 2023, the Retrofit Solution Technology developed by the Mechanical Cluster of the University of Petroleum and Energy Studies (UPES), Dehradun, was presented in a workshop by the Transport Department of Uttarakhand. This technology aims to reduce vehicular air pollution and extend the life of diesel vehicles older than 15 years.
How Retrofit Solution Technology Works
- The Retrofit Solution Technology utilizes a Diesel Oxidation Catalyst (DOC), a type of filter that converts harmful gases emitted from diesel engines.
- Carbon monoxide is converted into carbon dioxide, while fine particulate matter in the exhaust is trapped by the Diesel Particulate Filter (DPF).
- The DPF is cleaned using microwave ovens that burn the trapped particles.
- Additionally, Selective Catalytic Reduction (SCR) filters are employed to convert toxic nitrogen oxides into water using liquid ammonia, further reducing harmful emissions.

State Received Rs 403 Crores for Jal Jeevan Mission
On March 22, 2023, Udayraj Singh, Managing Director of the Uttarakhand Drinking Water Corporation, announced that the Union Ministry of Jal Shakti has disbursed Rs 403 crore to the state as the third installment for the 'Jal Jeevan Mission.' This initiative aims to provide tap water to every household in rural areas of Uttarakhand.
- Under the Jal Jeevan Mission, there are plans to supply tap water to a total of 14,94,375 households in the state. So far, tap water has been successfully provided to 9,95,477 households. More than 17,000 small and large projects have been initiated under this mission, for which the Ministry of Jal Shakti had previously released around Rs 800 crore in two installments.
- Udayraj Singh explained that the funds from this third installment will be utilized for work in the current financial year as well as the next, accelerating the progress of the mission. Currently, approximately 72 percent of households in the state have access to tap water, although the pace of implementation is comparatively slower.
50 Health ATMs to Be Set Up Along Travel Routes
On March 26, 2023, an agreement was signed between the Health Department and Hewlett Packard Enterprise (HPE) in the presence of Chief Minister Pushkar Singh Dhami. The aim is to install 50 health ATMs along the travel routes to enhance healthcare facilities for pilgrims visiting the Chardham Yatra in Uttarakhand.

Dehradun District Leads in ABHA ID Creation
On March 25, 2023, Uttarakhand Health Minister Dr. Dhan Singh Rawat announced that Dehradun district is leading in the creation of Ayushman Bharat Health Accounts (ABHA IDs) in the state under the Ayushman Bharat Digital Mission Scheme.
State Mission Director and Additional Secretary of the Ayushman Bharat Digital Mission, Arunendra Chauhan, reported that over 30.61 lakh people in the state have joined the Ayushman Bharat Digital Mission by creating their ABHA IDs, which register their complete health-related details online.
Dehradun, the state capital, tops the list with 6,61,919 ABHA IDs, followed by Nainital district. The Ayushman Bharat Digital Mission, launched in Uttarakhand in 2021, is effectively digitizing the health records of the state's residents. This initiative, envisioned by Prime Minister Narendra Modi, aims to create an ABHA ID for every individual, ensuring online access to comprehensive health information, including tests and treatments.

Uttarakhand Assembly to Go Paperless
On March 27, 2023, Speaker Ritu Khanduri Bhushan announced plans to establish an e-Vidhan Sabha in Uttarakhand, similar to initiatives in Goa, Himachal Pradesh, and Uttar Pradesh. This move aims to make assembly sessions paperless and more efficient.
During a meeting with MLAs and Information and Science Technology officials, Bhushan highlighted the benefits of using information technology to save time and labor. The e-Vidhan Sabha will allow greater public participation, enabling not only MLAs but also the general public to engage in the process and express their opinions.
The e-assembly will significantly reduce paper usage, as many documents currently required for assembly work will be available electronically. This not only cuts costs but also contributes to environmental conservation by saving paper. Additionally, documents can be easily stored and accessed through the e-assembly system.
With the implementation of the e-Vidhan Sabha, all records of assembly proceedings since the formation of Uttarakhand will be digitized and stored in one place. The technology used in e-Vidhan Sabhas in Himachal Pradesh and Uttar Pradesh has been examined, and Uttarakhand's assembly will adopt a similar approach.
The Inauguration of Development Works in Uttarakhand
On 30 March 2023, Union Home and Cooperation Minister Amit Shah inaugurated the computerization of Multipurpose Primary Agricultural Credit Cooperative Societies (MPACS), Joint Cooperative Farming, Jan Suvidha Kendras, and Janaushadhi Kendras in Haridwar, Uttarakhand.
- During his address, Amit Shah highlighted that Uttarakhand was the first state in India to initiate the computerization of Primary Agricultural Credit Societies (PACS) under the leadership of Prime Minister Narendra Modi. The computerization of all 670 PACS in the state has been completed, marking a significant achievement.
- He also mentioned that the work of setting up 95 MPACS in Uttarakhand has been completed, and the state is the first to establish 95 Jan Aushadhi Kendras and Jan Suvidha Kendras under cooperative societies.
- Amit Shah emphasized the vision of “Cooperation to Prosperity” set by Prime Minister Modi, which led to the formation of a separate Ministry of Cooperatives. The computerization of all 65,000 active PACS in the country is underway, and many facilities, including 307 District Cooperative Banks, have also been computerized.
- Uttarakhand has achieved the distinction of being the first in the country in the cooperative sector by completing the computerization of 307 cooperative bank branches and 670 MPACS. This computerization is expected to bring transparency to the system and improve financial discipline through online audits.
- The Jan Suvidha Kendras will facilitate the delivery of over 300 schemes from the Central and State Governments directly to the villages, while the Janaushadhi Kendras will provide medicines at significantly reduced prices, ranging from 50 to 90 percent cheaper.
- Union Home Minister and Cooperative Minister Amit Shah has introduced the model of integrated collective cooperative farming in 95 development blocks of Uttarakhand. This initiative aims to promote cooperative farming practices in the region.
