Formation of Cooperative Societies in Gram Panchayats

  • Deposit amount of Rs 1 lakh and Rs 75 thousand for lamps

Efforts by the State Government

  • The state government is actively working to establish cooperative societies in every gram panchayat.

Current Status in Vallabh Nagar Assembly Constituency

MoU Signed Between Aus Heritage and PDCOR to Preserve the Splendor of the Pink City

On March 3, 2023, a workshop was held in Jaipur to discuss the preservation of the Pink City, organized by Aus Heritage in collaboration with PDCOR, JDA, Municipal Corporation Jaipur Heritage, and Jaipur Smart City Ltd. During this workshop, a Memorandum of Understanding (MoU) was signed between Aus Heritage and PDCOR.

Under the MoU, Aus Heritage will offer services using both modern and traditional methods to conserve and promote the archaeological heritage of Jaipur. Jaipur, founded by Raja Sawai Jai Singh in 1727 and home to 40,000 people, was declared a UNESCO World Heritage site and a Craft City in 2015.

In the workshop's concluding session, Reema Huja, President of the Jaipur Heritage Foundation, emphasized the need for children to become "heritage warriors" to protect the city's heritage and climate. G.S. Sandhu, Advisor to the Government of Rajasthan for Urban Development and Housing, presented a memento and a book on the UNESCO World Heritage Jaipur Development Plan to Aus Heritage's President and participants.

Renewable Energy Conclave in Rajasthan

Date and Organizers : On March 3, 2023, a Renewable Energy Conclave was held in Jaipur, organized by the Rajasthan Renewable Energy Corporation Limited (RRECL), Rajasthan State Power Transmission Corporation Limited, and the Economic Times.

Chief Minister’s Address : Chief Minister Ashok Gehlot highlighted Rajasthan's leading position in renewable energy in India, thanks to the state government's investment-friendly policies. He mentioned the growing interest from investors in setting up wind power, hybrid plants, and green hydrogen projects, in addition to solar energy.

Commitment to Local Manufacturing : The Chief Minister emphasized the state government's commitment to manufacturing the necessary equipment for renewable energy plants within Rajasthan. This initiative aims to create local employment opportunities while promoting environmental protection.

Potential and Achievements : Rajasthan has significant potential in renewable energy, being home to the country’s largest solar park in Bhadla (Jodhpur). MoUs and Investments : During the conclave, several Memoranda of Understanding (MoUs) were signed between the state government and investors:

  • Torrent Power Limited : An MoU with Torrent Power Limited is expected to bring an investment of Rs 37,000 crore and create 6,150 jobs in the renewable energy sector.
  • Welspun New Energy Limited : An MoU with Welspun New Energy Limited is set to bring an investment of Rs 50,000 crore and create 2,250 jobs in the renewable energy sector.

Launch of Energy Sectoral Portal : The Chief Minister also launched the Energy Sectoral Portal, which consolidates all information related to energy in one place. The portal contains data from 11 departments and was created by the IT team of the Chief Minister’s Office.

MoU Between Banasthali Vidyapeeth and RCAT on International Women’s Day

30,000 Students of the State will get the Benefit of ‘Chief Minister’s Anuprati Coaching Scheme’

On March 9, 2023, Chief Minister Ashok Gehlot approved a proposal to significantly increase the number of beneficiaries under the ‘Mukhyamantri Anuprati Coaching Scheme’ from 15,000 to 30,000. This scheme aims to provide free quality coaching for various professional courses and competitive examinations to economically weaker students in the state.

To support this expansion, the Chief Minister has sanctioned a financial provision of Rs 56.40 crore. The scheme was initiated to assist students from low-income backgrounds by offering free preparation for professional and competitive exams.

Due to the scheme’s success, the number of beneficiaries was increased from 10,000 to 15,000 in the budget for the financial year 2022-23, and now it has been further raised to 30,000 in the budget for the financial year 2023-24.

Rajasthan Millets Conclave 2023

Approval for International Rajasthani Conclave in Jaipur

On March 9, 2023, Chief Minister Ashok Gehlot gave the green light for the International Rajasthani Conclave to be held in Jaipur on September 23-24, 2023. He also approved an additional budget of Rs 5 crore for this significant event, which will be organized by the Industries Department and the Rajasthan Foundation.

The Chief Minister had previously announced the plan for this international conclave in the 2023-24 budget, aiming to bring together Rajasthani migrants from around the world.

The two-day event will feature engaging sessions on various topics, including Rajasthani pride, literature, business, tradition, music, art, culture, social welfare, enterprise, food, and entertainment. One of the highlights will be a special session focused on entrepreneurship and investment opportunities, attracting overseas entrepreneurs from different countries. Additionally, the Pravasi Samman Award, mentioned in the NRR policy, will be introduced during this conclave.

It is worth noting that the International Rajasthani Conclave was first organized in 2000 under Chief Minister Gehlot's leadership, recognizing the significance of the Rajasthani diaspora. This initiative was unique at the time, leading to the Government of India organizing the Pravasi Bharatiya Divas in 2003, a model now adopted by other states.

In recent years, the Rajasthan Foundation has played a crucial role in strengthening ties with Pravasi Rajasthani’s, organizing various programs to connect migrant Rajasthani’s with their homeland, even during challenging times like the COVID pandemic and the Russia-Ukraine war.

Social Justice and Empowerment Department Receives National Honors

On March 10, 2023, the Social Justice and Empowerment Department of Rajasthan was recognized at the national level during the Scotch Award digital ceremony held in Jaipur, Rajasthan. The department received two prestigious awards for its innovative schemes.

Samit Sharma, the Government Secretary of the Social Justice and Empowerment Department in Rajasthan, received the honors on behalf of the department. He expressed that the social security schemes implemented by the state government are being appreciated not only within Rajasthan but across the entire country. Rajasthan is being viewed as a model state due to its various initiatives.

The department was awarded digital certificates and citations by the Scotch Award team for its innovative approaches. Three significant schemes of the department received recognition:

  • Palanhar Yojana: Awarded the Gold Award.
  • North Matric Scholarship: Received the Silver Award.
  • Mukhyamantri Kanyadan Yojana: Also received the Silver Award.

Technological Innovations

The department is focusing on simplifying and digitizing the facilities to ensure that the benefits of the schemes reach the intended beneficiaries. This is being achieved through technological innovations and the use of information technology. Some of the key innovations in the schemes include:

  • Post-Matric Scholarship Scheme: Automatic retrieval of the student’s caste certificate, domicile certificate, and income proof from the Aadhaar database. Class 10th and 12th mark sheets are obtained directly from RBSE and CBSE through the e-vault service, while mark sheets from other boards are retrieved based on DigiLocker availability.
  • Palanhar Yojana: Similar to the Pension Scheme, a centralized system will be used to prepare bills from the directorate level and ensure timely payment of assistance to children associated with the Palanhar Yojana. A standard operating procedure has been issued for this process.

Additional Recognitions

Dr. Samit Sharma also mentioned that three other schemes of the department, namely the Corona Sahayata Yojana, Social Security Pension Scheme, and Mukhyamantri Anuprati Coaching Yojana, received Order of Merit certification.

Increase in Assistance under Palanhar Yojana

On March 10, 2023, Rajasthan Chief Minister Ashok Gehlot approved a proposal to increase the monthly assistance provided to beneficiaries under the Palanhar Scheme, excluding the orphan category. This decision will benefit over 6.5 lakh children in the state.

Details of the Proposal

  • The monthly assistance for children aged 0 to 6 years will be raised from Rs 500 to Rs 750 and from Rs 1,000 to Rs 1,500 for children aged 6 to 18 years, effective from July 1, 2023.
  • This increase will impose an additional financial burden of approximately Rs 411 crore on the state government.
  • The proposal aligns with the announcement made by the Chief Minister in the Budget 2023-24.

Current Assistance under Palanhar Yojana

  • Currently, orphan children receive Rs 1,500 and Rs 2,500 under the scheme. With the proposed increase, other categories of children will also receive enhanced assistance.

Eligibility Criteria

  • The Palanhar Yojana provides monthly financial assistance to orphan children up to 18 years of age, destitute pension-eligible individuals, remarried widowed mothers, divorced or abandoned mothers, and children of distant mothers, as well as children with disabilities, those affected by HIV or leprosy, and children of parents sentenced to death or life imprisonment.

Enhancement of Remuneration for Redeployed Retired Personnel

On March 10, 2023, Rajasthan Chief Minister Ashok Gehlot approved a proposal to increase the monthly consolidated remuneration rates for retired personnel who are re-employed in service.

According to the proposal, based on the Rajasthan Civil Services (Revised Pay) Rules-2017, the consolidated remuneration has been fixed at multiples of Rs 100. This amount includes 50 percent of the first cell of the pay-level and the existing dearness allowance of 38 percent.

This decision has nearly doubled the rates of monthly consolidated remuneration.

With this increase, reemployed retired personnel will receive a significantly higher monthly consolidated remuneration. This not only boosts their income but also makes retired employees more accessible to the state government.

It is worth noting that this is the first increase in the consolidated remuneration for re-employed retired personnel in nearly five years.

Establishment of a Behavioural Lab in Jaipur

On March 12, 2023, the Rajasthan government's Public Relations, Information, and Language Department announced the approval for setting up a Behavioural Lab at the Harishchandra Mathur Rajasthan State Institute of Public Administration in Jaipur. Chief Minister has sanctioned a financial proposal of Rs 1.22 crore for this initiative.

Details of the Behavioural Lab

  • Location: The lab will be established at Patel Bhawan within the Rajasthan State Institute of Public Administration.
  • First of Its Kind: This will be the first behavioural lab in the country equipped with state-of-the-art technology.
  • Area: The lab will cover approximately 2,665.04 square feet.
  • Management: Indian Institute of Management (IIM) Udaipur will manage and operate the lab.
  • Training and Courses: IIM Udaipur faculty will conduct training on experimental methods, and Ph.D.-level certificate courses will be offered. International experts will also participate in conducting experiments and workshops.

Objectives and Features

  • Human Behaviour Study: The lab will focus on studying human behaviour using advanced technology, including cutting-edge software and hardware.
  • Facilities: The lab will include necessary facilities such as a room for experiments, a PC lab, a focus group room, a control room for measurements, a waiting area, and office space.

Training Programs: Through this laboratory, various training programs in practical management and experiential studies will be organized for colleges and universities.

Establishment of Animal Husbandry Training Centers in Rajasthan

The latest assessment report, prepared jointly by the Central Ground Water Board and the Ground Water Department, was approved by an inter-departmental state-level committee and reflects the ground water situation as of March 31, 2022.

According to this report, out of 295 blocks and seven urban areas in the state, 219 blocks were classified as hyper-exploited, indicating severe ground water depletion. The remaining blocks were categorized as sensitive, semi-sensitive, or protected, while assessments of saline blocks were not conducted. The Minister also provided details of the seven urban areas included in the assessment: Ajmer, Jaipur, Jodhpur, Jaisalmer, Kota, Udaipur, and Bikaner.

On February 23, 2023, Rajasthan Chief Minister Ashok Gehlot approved the proposal to increase the number of employment days under the Indira Gandhi Urban Employment Guarantee Scheme from 100 to 125 days. This scheme aims to provide employment to every individual in urban areas, similar to the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).

The Indira Gandhi Urban Employment Guarantee Scheme was announced in the 2022-23 budget by Chief Minister Ashok Gehlot, with an initial allocation of Rs 800 crore to provide 100 days of employment per family. The amendment to increase the employment days will come into effect on April 1, 2023, and is expected to cost around Rs 1100 crore.

Under the revised scheme, each family will be entitled to 125 days of employment. The scheme allows families to request employment by creating a job card through the Jan Aadhar card. It aims to combat urban unemployment by guaranteeing work to the urban unemployed.

President Honors Rajasthan's Pantomime Artist Vilas Janve with Sangeet Natak Akademi Award

On February 23, 2023, President Draupadi Murmu presented the Sangeet Natak Akademi Award for 2021 to Vilas Janve, a senior artist from Rajasthan, during a ceremony at Vigyan Bhawan in New Delhi. A total of 128 artists from across the country were honored with the Academy Award on this occasion.

As part of the recognition, Vilas Janve received a copper plaque, a cash prize of one lakh rupees, and a ceremonial garment.

Vilas Janve, aged 68, has been involved in pantomime for the past fifty years. He was awarded a senior fellowship in pantomime by the Ministry of Culture in 2001. With this accolade, he becomes the fifth artist in India to receive the prestigious award in pantomime. Previously, the award was granted to Guru Yogesh Dutta from Bengal, Padma Shri Niranjan Goswami, Moinul Haque from Assam, and Sapan Nandi from Tripura.

Since 1998, Vilas Janve, along with his wife Kiran Janve, has participated in national pantomime festivals and has directed pantomime workshops for art academies and educational institutions in various states, including Gujarat, Maharashtra, Goa, Chandigarh, Delhi, and Rajasthan. He has assisted his mentor, Padmashree Niranjan Goswami, in conducting pantomime workshops and has created numerous pantomimes based on historical and social themes. His work has been showcased on various platforms across the country.

For 28 years, Janve served as a Program Officer at the Western Zone Cultural Center in Udaipur and later worked as a consultant at the CCRT Regional Center in Udaipur. He has also conducted pantomime training at the Central Jail in Udaipur. Additionally, Janve has innovated by pantomiming poems from Gurudev Rabindranath Tagore’s Nobel Prize-winning work ‘Gitanjali.’
