Articles 157 and 158 lay down the qualifications of the Governor and the conditions of his office. The Governor must be a citizen of India and should have completed the age of 35 years. Importance of Fiscal Policy in India:

• In a country like India, fiscal policy plays a key role in elevating the rate of capital formation both in the public and private sectors.

A nine-judge constitution bench delivered its verdict on the issue in January 2007.
• The SC upheld the Parliament’s power to place a particular law in the Ninth Schedule. But it said laws placed in the Ninth Schedule are open to judicial scrutiny and that such laws do not enjoy a blanket protection.

• The NAAC, an autonomous body under the University Grants Commission (UGC), assesses and certifies Higher-level Educational Institutions (HEIs) with gradings as part of accreditation. The ratings of institutions range from A++ to C. If an institution is graded D, it means it is not accredited.
• Under the rules, only higher education institutions that are at least six years old, or from where at least two batches of students have graduated, can apply. The accreditation is valid for five years. Aspiring institutes need to be recognised by the UGC and have regular students enrolled in their full-time teaching and research programmes.

• Indo-US joint exercise, named TARKASH, has for the first time included “Chemical, Biological, Radiological and Nuclear (CBRN) terror response” in its drill.
• Held in Chennai, Tamil Nadu, TARKASH is a joint exercise by the National Security Guard (NSG) and US Special Operations Forces (SOF).
• Chemical weapons include mustard gas (which damages the respiratory tract, skin, and eyes) and nerve agents (victims rapidly become unconscious, have breathing difficulties, and may die).
• Biological agents like anthrax (causes fever, malaise, cough, and shock. Death can be within 36 hours), botulinum toxin (leads to paralysis of respiratory muscles) and plague are some examples of biochemical weapons. Radiological weapons include weaponised radioactive waste and dirty bombs as well as nuclear weapons.

Dayanand Saraswati (1824-1883) was one of the most influential figures of 19th-century India. A believer in the supreme authority of the vedas, he established the Arya Samaj in 1875, leading a reform movement within orthodox Hinduism. Among his various beliefs included a rejection of idolatry and the overly ritualistic traditions of Hinduism, support for women’s education, denunciation of child marriage and an opposition to untouchability.

• Scientists have discovered a new type of quasicrystal, one with 12-fold symmetry, in the Sand Hills of north central Nebraska, USA, according to a recent study.
• Quasicrystal is essentially a crystal-like substance. However, unlike a crystal, in which atoms are arranged in a repeating pattern, a quasicrystal consists of atoms that are arranged in a pattern that doesn’t repeat itself regularly.
• According to the study, it’s also the first time that researchers have found a quasicrystal somewhere other than meteorites or the debris from nuclear blasts. Notably, scientists have been producing them in laboratories for years now, but it’s quite rare to discover naturally occurring quasicrystals.
• “The dodecagonal quasicrystal is an example of a quasicrystal of any kind formed by electrical discharge, suggesting other places to search for quasicrystals on Earth or in space and for synthesising them in the laboratory”, the study said.
• Quasicrystals have been widely created in labs and known to “possess novel electrical, photonic, and mechanical properties that aren’t found in other materials, making them an attractive prospect for materials scientists.

The word quasar stands for quasi-stellar radio source. Quasars got that name because they looked starlike when astronomers first began to notice them in the late 1950s and early 60s. But quasars aren’t stars. They’re now known as young galaxies, located at vast distances from us, with their numbers increasing towards the edge of the visible universe. How can they be so far away and yet still visible? The answer is that quasars are extremely bright, up to 1,000 times brighter than our Milky Way galaxy. We know, therefore, that they’re highly active, emitting staggering amounts of radiation across the entire electromagnetic spectrum.

• Black Sea Grain Initiative: U.N.-backed initiative that has enabled grains to be exported from Ukraine’s Black Sea ports.
• Russia said it would be “inappropriate” to extend the Black Sea grain deal unless sanctions imposed on Moscow following its invasion of Ukraine on Feb. 24 last year that have affected its agricultural exports are lifted.
• The deal to free up grain exports from Ukraine’s southern Black Sea ports was extended on Nov. 17 for 120 days.
• Reached in July last year, it created a protected sea transit corridor and was designed to alleviate global food shortages by allowing exports to resume from three ports in Ukraine, a major producer of grains and oilseeds.

• Astronomers have found a ring around a dwarf planet, located in the Kuiper Belt at the solar system’s edge, called Quaoar, according to a new study.
• With an estimated radius of 555 km, Quaoar is roughly half the size of Pluto and orbits beyond Neptune. It also has a moon of its own, which is known as Weywot.
• Kuiper Belt is a circumstellar disc in the outer Solar System, extending beyond the orbit of Neptune. Similar to the asteroid belt, the Kuiper Belt is a region of leftovers from the solar system’s early history. 

• Online payment aggregators can onboard digital merchants and accept payments on their behalf after getting a licence from the RBI. The central bank introduced a framework for such entities in March 2020.
• Under the payment aggregator framework, only firms approved by the RBI can acquire and offer payment services to merchants, which brings them under the direct purview of the regulator.
• According to RBI rules, a company applying for aggregator authorisation must have a minimum net worth of Rs 15 crore in the first year of application, and at least Rs 25 crore by the second year. It also must fulfil the “fit and proper” criteria, and be compliant with global payment security standards.

A stellar occultation occurs when, as seen from Earth, a bright star passes behind a planet. This allows astronomers or anybody on Earth to observe the sharp silhouette of the planet for a brief period of time. The phenomenon, which rarely occurs, is used by researchers to analyse a planet’s atmosphere and determine if it has a ring around it — in 1977, scientists discovered the Uranian ring system with the help of stellar occultation.
