Introduction
Investment in Social Infrastructure is a pre-requisite for inclusive 
growth and employment. 
In the interim budget of 2019-20, the government laid down the 
vision for the decade which among other things emphasised upon 
building of social infrastructure. 
A healthy society - Ayushman Bharat, well nourished women & 
children and safety of citizens, are part of this social infrastructure. 
Some of the milestones to be achieved in this journey are: access to 
electricity, a clean cooking facility, housing for all by 2022, piped 
water supply to all rural households by 2024 and solid waste 
management in every village. 
Emphasis has also been laid on quality of higher education, 
promotion of women entrepreneurship, nutrition to women & 
children and overall human development.

Trends in Social Sector Expenditure
The expenditure on social services(education, health 
and others), both by centre and states, as a percent 
of GDP increased by 1.5% from 6.2% to 7.7%, during 
the period 2014-15 to 2019-20. 
An increase was witnessed across all social sectors 
within the same time period. 
For education, it increased from 2.8% to 3.1%. 
For health, it increased to 1.6% from 1.2%. 
The share of expenditure on social services out of 
total budgetary expenditure increased to 26% from 
23.4%, in the same period.
