INTRODUCTION 
The Conference of the Parties (COP) is the supreme 
body of the UNFCCC, consisting of the representatives 
of the Parties to the Convention. 
COP holds its sessions every year and takes decisions 
which are necessary to ensure the effective 
implementation of the provisions of the Convention 
and regularly reviews the implementation of these 
provisions. 
COP24 took place from 2-14 December 2018, in 
Katowice, Poland. 
Poland held the Presidency of the Climate Convention

INTRODUCTION 
At COP22 (Marrakech, Morocco), the Parties to the 
Climate Convention agreed on the need to adopt the 
rules for implementing the Paris Agreement by the 
end of 2018, i.e. at COP24. 
  
The adoption of the rules for implementing the Paris 
Agreement in Katowice must constitute a 
reaffirmation of this commitment in a context where 
climate urgency is strongly highlighted by the IPCC 
Special Report and extreme weather events, but at 
the same time global emissions are on the rise again 
and political support for the fight against global 
warming is showing signs of erosion.

Theme of Indian Pavilion was “One World One 
Sun One Grid”.

The agenda included drafting the rule book 
which requires negotiators to make decisions 
about how nations report their progress 
toward their nationally determined 
contributions (NDCs), the Paris agreement’s 
term for emissions-reduction goals, and rules 
for how the UN audits those reports to 
determine that they’re accurate.
