• Large families

• Preference for child labour -> Nimble fingers -> carpet, Bidi factories prefer child 
labour because of intricate work 
• Orphan Protection Failure  
• Failure of education system to provide education - Loss of trust on education.  
• Corruption : Grants, scholarships not reaching beneficiaries. Culprits not brought 
to books.  
 
Constitutional provisions :

• Article 39 (e) and ( f ) 
 
CL & Globalisation:  
Negatives : 
1) Competitiveness, Profit orientation  
2) Increased avenues to employ child labour 
3) Urbanization -> Migration. Difficult sustainability leading to employement of

- Ban on Child Labour from 2006

- National Authority for elimination of child Labour 
- Special cell in ministry of labour 
- Special committees at state level 
- Ministry of women and child development
