Because earth is not a full sphere..it has a shape may be of olbate spheroid..as a result gravitational acceleration is not same everywhere and the greatest variation is found in the equator and poles..where gravitational acceleration at poles is generally considered as greater than the equator...I.g(p)>g(e).
Now we know that Weight =Mass ×acceleration
Now as the gravitational acceleration is greater at the poles keeping the mass constant ..the weight is also greater....

hence more force is there when distance is less
gravitational force of attraction will be higher in poles than that of equator as distance is less

hence more weight at poles .
