- 144 remains the same when turned upside down, but it is not a perfect square when read upside down.
- 169 remains the same when turned upside down and is a perfect square when read upside down.

Therefore, the number on the bus plate is 169, which is a perfect square and also remains a perfect square when turned upside down.
