Since magnetic field is in vertical direction and needle is free to totate in horizontal plane only so magnetic force cannot rotate the needle in horizontal plane so needle can stay in any position.

The  magnetic needle of a compas is free to move in horizontal plane but restricted to move in vertical plane. The horizontal component of earth's magnetic field intensty at a place creats a couple on the magnetic needle kept at that place and this couple always try to bring the needle in the state of minimum potential energy by aligning it  in magneti merdian.

•At the poles the horizontal component of earth's magnetic field becomes zero. only vertical component is operative there. So no couple acts on the needle there and it can then stay at any horizontal postion.
