Let the initial price and consumption of sugar be Rs. 100 and 100 units respectively.

After the price is decreased by 40%, the new price of sugar = (100 - 40)% of 100 = Rs. 60 per unit.

After the consumption is decreased by 25%, the new consumption of sugar = (100 - 25)% of 100 = 75 units.

Therefore, the new expenditure on sugar = 60 x 75 = Rs. 4500.

The initial expenditure on sugar = 100 x 100 = Rs. 10000.

Thus, the ratio of new expenditure to initial expenditure = 4500/10000 = 9/20.

Therefore, the correct option is (B) 20:9.
