Yes according to IS 456 : 2000 value of Kb does not depend on diameter of bolt (D) but it depends upon diameter of bolt hole (Do) and this code also suggest that diameter of bolt hole (Do) is depends on diameter of bolt (D).. as if it is between {12 to 14, Do = D+1}
{16 to 24 , Do = D+2} And for greater than 24 Do = D+3.. and it concludes that Kb is also depends on Diameter of bolt hole as well as Diameter of bolt. so choose the best option..
