The first option a is very much close to the real sentence in passage. Specifically it is not suggested that dogs can do difficult works only. Also it is being said although they are of different types, they have learning ability which is quite similar. Option (a) alone 'are help for man' is totally out of context statement. Thus option (a) is the correct answer.
