This is due to the fact that Kanyakumari being towards the south of India is located near the equator, while Kashmir is away from the equator (in the temperate zone).
Since days and nights are of almost equal length near the equator, Kanyakumari hardly experiences differences in durations of days and nights, but Kashmir experiences longer days and shorter nights in summer, and shorter days and longer nights in winter (as most places do). Hence, the difference between the duration of day and night hardly felt in Kanyakumari but not so in Kashmir.

The difference between the duration of day and night hardly felt at kanyakumari because it is near equator. As equator receives the direct sun rays, there won't be hardly any difference between the day and night. Bu J & K is far away from the equator. Hence, the difference is felt here.
