Because the liquids which dissociates into iones when electricity pass through them can conduct the electricity whereas some liquids don't dissociates into Ione and are not able to conduct electricity. Some liquids can be make more conducting by adding few drops of dilute sulphuric acid.The conducting liquids are called electrolytes.
