1,2,3,4-tetrachloro-1,3-butadiene has two non-polar stereoisomers.

Statement II:
Out of its four stereoisomers, two of them are polar.

Explanation:

Stereoisomers are the isomers that have the same molecular formula and connectivity but differ in the arrangement of atoms in space. There are two types of stereoisomers, namely, enantiomers and diastereomers.

Enantiomers are the stereoisomers that are non-superimposable mirror images of each other. They have identical physical and chemical properties except for their interaction with plane-polarized light.

Diastereomers are the stereoisomers that are not mirror images of each other. They have different physical and chemical properties.

1,2,3,4-tetrachloro-1,3-butadiene has four stereoisomers, which are as follows:

1) (E,E)-isomer
2) (Z,Z)-isomer
3) (E,Z)-isomer
4) (Z,E)-isomer

Out of these four stereoisomers, (E,E)-isomer and (Z,Z)-isomer are non-polar, while (E,Z)-isomer and (Z,E)-isomer are polar due to the presence of a dipole moment.

Therefore, Statement I is correct as 1,2,3,4-tetrachloro-1,3-butadiene has two non-polar stereoisomers. However, Statement II is incorrect as out of its four stereoisomers, two of them are polar, not two of them are non-polar.

Hence, the correct answer is option 'C' - Statement I is correct, but Statement II is incorrect.
