The excess pressure developed inside a bubble is equal to 4T/r where T is the surface tension constant, and r is the radius of the bubble. This means that the pressure inside the bubble is inversely proportional to it's radius, thus smaller bubbles will have greater pressure. As we all know, air flows from higher pressure to lower pressure, thus the smaller bubble further decreases in size and the larger bubble expands.
