In my opinion, the Elf did Patrick's homework. There are several reasons to support my answer.

Firstly, Patrick was known for making excuses for not doing his homework. He was lazy and did not like doing his work. He even tried to make excuses when the teacher asked him about his unfinished homework. Therefore, it is unlikely that he suddenly changed his behavior and did his homework.

Secondly, the Elf appeared in Patrick's room and offered to do his homework. Patrick was surprised and did not know what to do. He even tried to negotiate with the Elf to reduce the amount of homework. This shows that Patrick was not the one who did his homework.

Lastly, when Patrick submitted his homework to the teacher, it was perfect. The teacher was surprised and asked Patrick how he managed to do such a good job. Patrick was unable to answer the question, which shows that he did not do the homework himself.
