Given Information:
- Price of 1 litre pure milk = Rs. 50
- Selling price of the mixture = Rs. 60
- Profit percentage = 25%

Solution:
- Let the cost price of the mixture be Rs. x
- Cost price of 1 litre pure milk = Rs. 50
- Let the quantity of pure milk be y litres
- Quantity of water added = 1 - y litres

Calculating the cost price of the mixture:
- Cost price of y litres of milk = 50y
- Cost price of 1 - y litres of water = 0 (as water is free)
- Total cost price of the mixture = 50y
- Selling price of the mixture = Rs. 60

Calculating the profit percentage:
- Profit = Selling price - Cost price = 60 - x
- Profit percentage = (Profit / Cost price) * 100
- 25% = (60 - x) / x * 100
- 25x = 60 - x
- 26x = 60
- x = Rs. 60 / 26 = Rs. 30/13

Calculating the ratio of milk and water in the mixture:
- Cost price of 1 litre mixture = Rs. 30/13
- Cost price of 1 litre milk = Rs. 50
- Cost price of 1 litre water = 0
- Let the quantity of milk in the mixture be z litres
- Quantity of water in the mixture = 1 - z litres
- (50z + 0) / (30/13) = 60 / 100
- 50z = 18
- z = 18 / 50 = 9 / 25

Therefore, the ratio of milk to water in the mixture is 9:25, which is equivalent to 24:1.
