Answer the question based on the passage given below.

There have been many instances of attacks on senior citizens in Mumbai. There have been 4 cases of such attacks in the JBR society in Mumbai, which is located on the Gaurya road. Rajshri More (65) and Rani Gala (61) became victims of chain- snatchers. The two incidents took place within a span of one hour. Around 12.30 pm, two unidentified bikers snatched More's chain on Gaurya Road. Similarly, two unidentified men on a motorcycle snatched Gala's chain near JBR society around 1.30 pm. Gala suffered severe injuries to her head as she tried to resist the attackers. "The boys were well-dressed and looked very sophisticated," said Gala, later on, from the hospital bed. Mr. Kale, the inspector in charge of that area of Mumbai is in a dilemma as to how to prevent or even stop such attacks, as he is short of people in his team.

Q. What can Mr. Kale do to prevent the recurrence of such an  attack?
  • a)
Ensure that all senior citizens do not step out of their homes unaccompanied after dark.
  • b)
Order a few policemen to visit the residences of the senior citizens to enroll them in the Senior Citizens' Helpline scheme for security reasons.
  • c)
Appoint 2 well-armed constables at all times, one in the premises of JBR society and one on Gaurya Road.
  • d)
Encourage senior citizens to learn self-defense techniques or martial arts.
  • e)
Ensure that every motorcycle in that area is legally registered.
Correct answer is option 'C'. Can you explain this answer?

Solution: It is not always possible for the elders to be accompanied by someone. Therefore, option 1 can be eliminated. Encouraging senior citizens to enroll for a helpline is not an immediate solution to the problem. Also, not all senior citizens carry a mobile phone with them. Eliminate option 2.
Encouraging senior citizens to learn martial arts and other techniques is too far fetched. Not all of them would be willing or able to learn, considering their age. Therefore, option 4 can also be eliminated.
Ensuring the registration of all motorcycles in the area might not necessarily stop the attacks. The offenders might rent or use motorcycles without any number plates or even modify stolen motorcycles. Therefore, option 5 can also be eliminated.
Though Mr. Kale is short of staff, he can reshuffle his existing staff. Thus, he can appoint men for the security of the society.
Hence, the correct answer is option 3.

Understanding the Context
The passage highlights a concerning trend of attacks on senior citizens in Mumbai, specifically within the JBR society. The incidents involving Rajshri More and Rani Gala illustrate the vulnerability of this demographic, especially when they are alone.
Why Option C is the Best Solution
Among the proposed options to prevent such attacks, option C stands out as the most effective strategy:
- Immediate Presence of Security
- Appointing two well-armed constables would ensure a visible security presence in high-risk areas.
- Deterrence to Potential Attackers
- The presence of armed constables may deter criminals from attempting to snatch chains or engage in other violent acts, knowing that law enforcement is nearby.
- Rapid Response to Incidents
- Having constables stationed at JBR society and on Gaurya Road would facilitate a quicker response to any incidents, potentially minimizing harm to victims.
Limitations of Other Options
While other options have merits, they are less effective in addressing the immediate problem:
- Option A (Restricting Movement)
- Simply advising seniors to stay indoors is not a viable long-term solution and limits their freedom.
- Option B (Enrolling in Helpline)
- While helpful, enrolling seniors in a helpline does not provide immediate protection or deter attackers.
- Option D (Self-defense Training)
- Encouraging self-defense is beneficial, but it requires time and may not be practical for all seniors, especially those with mobility issues.
- Option E (Motorcycle Registration)
- Ensuring motorcycles are registered is a good administrative measure but does not directly prevent attacks.
Conclusion
In conclusion, option C effectively addresses the urgent need for security and protection for senior citizens in a proactive and practical manner, making it the most appropriate choice to reduce the risk of future attacks.
