Twinkling in stars happen due to refraction of light which they emits..stars twinkle because the light which they emits and comes to earth passes through different different mediums and so there refractive index varies.. hence the light passing through that mediums changes its course...and stars seem like twinkling...in case of nearer planets,the variation in refractive index in less...so they don't seem twinkling...
