Ii = Initial moment of inertia
wi= Initial angular speed or initial omega
If = Final moment of inertia
wf= Final angular speed or final omega

Li (angular momentum initial) = Lf (angular momentum final)
Ii wi = If wf    (L = I w)
wf = (Ii x wi) / If

If > Ii (as when ice melts it will move outwards from the centre which will increase the moment of inertia as mass is moving away from the axis)

Therefore, wf < wi.
 So, the correct answer is option D.

This force causes a torque to act on the system which makes the rotational speed decrease gradually.
